Continuum of Care Presentation Thesis

Thesis statement: Is Outpatient care generating or losing money during the change for hospitals and facilities?

I chose two articles from the peer review to help me prove my thesis statement.

Article (1)
“This article examines benefits provided by health care plans for inpatient and outpatient surgery, and discusses the plans' incentives for encouraging outpatient surgery. It also explores some reasons for and against choosing outpatient, rather than inpatient, surgery. The price of health care increased 109 percent between 1981 and 1991--more than twice the rise in the price of all items in the Bureau of Labor Statistics Consumer Price Index. The cost of hospital care rose 135 percent”.

Grant, R. B. (1992, November). Outpatient surgery: helping to contain health care costs. Monthly Labor Review, v. 115,(pp. 33-36). http://www.bls.gov/opub/mlr/# Article ( 2 )
“ how grant money affects cost shifting and extend the empirical analysis of cost shifting to outpatient clinics, using data from publicly funded clinics in California is explored. The results are consistent with cost shifting, and indicate that the cause may be that the Medicare payment system cuts revenues more than costs, forcing clinics to subsidize the care of Medicare patients by increasing prices to other patients.”

The Affordable Care Act (ACA) The Affordable Care Act (ACA) is a health care regulation signed into law on the 23rd of March, 2010. The law’s main focus had been to increase the affordability and quality of American health insurance. Its policies were focused on lowering the rates imposed on the uninsured through the expansion of both the private and public insurance covers. It had also aimed to reduce the health care costs incurred by the government along with citizens. Barely seven days after its enforcement had a new health care law come into effect with amendments to the ACA. On March 30, 2010, the president of the United States signed into law the Healthcare and Education Reconciliation Act of 2010. The law had been...

...Health Law and Regulations Stephanie Sauceda HCS/545 March 17, 2014 Mary Cummings Health Law and Regulations Health care in the United States has changed over the years and the federal government saw need to establish regulatory agencies such as the Centers for Medicare & Medicaid Services (CMS) to ensure the elderly, disabled and low income receive quality and cost-effective health care. As a result of health care costs sharply increasing, the government determined it needed to have oversight on the health care industry and pushed for the establishment of managed care organizations (MCO). CMS enforces the Emergency Medical Treatment & Labor Act (EMTALA); this act was created to ensure health care organizations provide a minimum of a medical screening exam to determine if complaint is emergent or not. Most importantly for EMTALA is the obligation to treat emergent cases regardless of the patient’s ability to pay for services. In 1996, the Health Insurance Portability and Accountability Act (HIPAA) was approved by the United States Congress to regulate the use of and protect patient health records and the Department of Health & Human Services oversees the compliance and violations of HIPAA (Department of Health & Human Services, n.d.). The intentions of many of these regulatory agencies is to oversee that the health care industry is providing quality, affordable health care and treating patients with fairness and privacy.
