...Evaluation of a Health Care Legislative Bill There is currently a bill in the legislature entitled “Access to Appropriate Immunizations for Veterans Act of 2011” that proposes that the government should make all vaccinations suggested by the Advisory Committee on Immunization Practices available to all veterans in a timely manner as suggested on their immunization schedule. It also proposes that the Secretary of Health and Human Services will be responsible for setting and monitoring goals for compliance of the new program. The following is an evaluation of this bill and subsequent recommendation of whether or not it should be enacted. In order to evaluate this bill, we must take into account the economic impact that it will have on the country. Using the adult immunization schedule as recommended by the Centers for Disease Control and Prevention (CDC) and the Vaccine Price List also by the CDC, the initial cost of vaccines would be $85.48/person for normal healthy adults and a maximum of $113.21/person for high risk adults needing additional immunizations (CDC, 2011c; CDC, 2011a, p. 2). According to the National Center for Veterans Analysis and Statistics (NCVAS), as of September 20, 2010, there were 22.7 million veterans (2010). If you calculate this, the total cost of initial immunizations would be $1.94-$2.57 billion. However, the CSSTA chairman, Chang Ching-Chung, and a member of Taiwan's governing party of the KMT (Kuomintang), had abandoned and bypassed the committee's review and moved straight forward for legislative approval. The opposition Democratic Progressive Party (DPP) immediately objected strongly on the floor of the chamber once they recognized the action of the Chairman. On March 18, around three hundred students gathered outside of the Legislative Yuan building, protesting to the Ma Ying-Jeou's government for mishandling the CSSTA. They expressed their frustration by the hasty review of the CSSTA, and demanding an article-by-article review of the trade agreement before moving it to the legislative floor. We were accompanied by Ms. Ivy Jumao-as and Dr. Larry Silapan. We departed from Cebu City 4:30 am going to the south of Cebu. We arrived in Alcoy market around 7am. We expected a tabo in Alcoy but the locals said tabo is every Thursday. There were only 3 meat and poultry retailers in Alcoy that time. We weren’t able to see compradors since all three of them take their products themselves from the suppliers. Most of them get their products from Dalaguete. We conducted an interview with each of the retailers. After Alcoy, we headed to Mantalongon, Dalaguete market. There were only 2 stalls of meat products there. One stall gets their supply from Alegria. People there were so nice and accommodating. They were so kind in answering our questions. Next stop was Dalaguete market. There were 8 retailers of meat and poultry but only one gets the products from Alegria. After the interview, we had lunch and head our way home.
