On Thursday, September 3, 2015, 2015, at approximate 0236 hours. I was patrolling the area of Highway 138 and I observed a black in color; Acura, Georgia tag #Pxs6515, brake light broken. I followed the vehicle south on Highway 138. Prior to initiating the traffic stop, I noticed the driver and the passenger had swap seats at the intersection of Hwy 138 and Old Covington. The light turned green, and I noticed the vehicle was in park. The passenger that was now the driver punched the gas pedal several times before she placed the vehicle in drive. I initiated a traffic stop by activating my emergency blue lights.
The vehicle came to a complete stop at Sonic, 1375 Highway 138 and I made contact with the driver. The driver identified herself as Victoria Byrd.

I explained to Victoria the reason for the stop and asked for her driver's license. Victoria stated that she did not have her driver license and provided me with her name and date of birth. I inquired Victoria’s name and date on GCIC/NCIC and she returned with a …show more content…
As the inventory was documented by officers, a glass jaw was discovered with marijuana inside. I asked whose marijuana does this belong to and they stated neither of them.

I placed Victoria and Aguilar under arrest and placed handcuffs on them with their hands to the rear of their person. I then searched their person, removing several personal articles from their pockets. Prior to placing them into my patrol unit, I searched the back seat area and determined it was clear and safe. I then placed them into my patrol unit and secured the seatbelt on them. I then transported them directly to the Rockdale County Jail where I turned them over to correctional personnel. Before going back in service, I re‐checked the backseat of my patrol unit and determined it was clear.

I was contacted by Rockdale County Jail and they stated Victoria Byrd name is Wisdom

INTRODUCTION 1.1 PROBLEM STATEMENT The purpose of this project is to identify the effect that surface modifications have on the urban heat island phenomenon and related ozone problem in the metropolitan area of Chicago, IL. The basic hypothesis is that urban, summertime temperatures can be significantly lowered by increasing the vegetative landscape cover and enhancing the solar reflectivity of paved and roofed surfaces within an urban area. It is proposed that in addition to a decrease in temperature, the modification of an urban surface to include more vegetative cover and lighter, lower albedo surfaces will also reduce energy consumption, ozone exceedances, and detrimental environmental and human health effects associated with high levels of ozone. The analysis is divided into three main parts. The first section of this report introduces the causes of ground level ozone and its effects in urban areas. It explains both the chemistry and transport associated with ozone exceedances. The second section is a compilation of the most viable mitigation strategies of urban heat islands: increasing vegetative cover and increasing proportions of light to dark surfaces. The effects, implementation strategies, and specific strengths and weaknesses associated with each approach are described, including a comparison of asphalt and concrete pavements systems using a life cycle analysis approach. In the 1990s, the politics generated by accounts of racially biased policing placed heightened pressure on law-enforcement agencies. However, to date, few studies have explored whether the increased social and political scrutiny placed on police organizations influenced or changed their general pattern of enforcement among black and white citizens. Using data in the search and citation file from the North Carolina Highway Traffic Study, this research specifically examined whether the politics generated by the media coverage of racial profiling and racial profiling legislation in North Carolina influenced the search practices of officers of the North Carolina State Highway Patrol’s drug interdiction team. The findings suggest that media accounts and the passage of new legislation were particularly powerful influences, which thereby reduced racial disparity in searches.
