...When a French social worker was recently asked what he considered the most valuable attitude in working with juvenile delinquents, he replied: ‘The ability to accept failure-and still go right ahead.’ W e should not delude ourselves that there are any short, swift or easy solutions. Delinquent behaviour is not a twenty-four hour malady that affects a child as a virus does. The preceding chapter has pointed out how complex, and how deeply set, some of the motivations towards juvenile delinquency can be. Since a child does not become delinquent on the spur of the moment but as the result of a long and intricate series of reactions, any realistic plan to help that child will not be an easy one. Any person, or any community, who hopes to change a specific delinquency problem must accept the fact that it is a long and thoughtful process, often one of discouragement and delay. It is expensive in terms of money, time and effort. It need hardly be pointed out, however, that the results of delinquency are twice as costly. From all our knowledge of delinquents and delinquency, there is no reassuring evidence of a formula or recipe for prevention. What emerges clearly, from many studies and reports and surveys, is that delinquent behaviour must be the concern of the entire community, not just dismissed as a problem to be handled by local schools, churches, police courts or professional agencies. The time spent in forensic units depends on an individual’s recovery and progress towards rehabilitation. However, although the public protection remains the priority, there is a increasing consensus that forensic inpatient services may not always be an appropriate environment for those with severe mental illness and that detention can exacerbate mental ill health, increase the risk of self-harm and suicide and heighten vulnerability (The Institute Psychiatry, Psychology and Neuroscience, 2015). The Royal College of Psychiatry (2013) claim that people with a LD who come into contact with specialist learning disability mental health services often have a complex mix of LD, mental illnesses, personality disorders, substance misuse, other developmental and/or physical disorders including epilepsy and possibly present with challenging behaviours. It explores ways of unlocking the potential in diversity and identifies strategies to aid greater exchange between different cultural groups. The authors examine the connections between cultural diversity, innovation and thriving, prosperous urban communities, in relation to the economic, social and cultural mix of Britain’s population. They developed tools to harness the potential of diverse communities, and their powers of innovation, for use by policymakers, planners and practitioners. These include a set of indicators of openness to check the readiness of a city to take advantage of diversity, and the intercultural lens through which professionals can examine the familiar in a new light. The study evaluated six aspects of local activity: public consultation and engagement urban planning and development business and entrepreneurship schools the arts and creative industries sport. The project went further by helping participating cities to develop specific economic, social, cultural and planning policies and so to become role models for others.
