The Second Amendment of the Constitution states: “A well regulated militia being necessary to the security of a free state, the right of the people to keep and bear arms shall not be infringed.” Had the amendment simply said the right to bear arms, gun control would not be a controversial issue to this day. The debate is whether the Second Amendment is stating that each and every U.S citizen has a right to keep and bear arms, or whether it is stating only members of the militia have the right to keep and bear arms.
