...Introduction The slow evolution of federal campaign finance regulations, beginning with the Tillman Act in 1907, undercuts dramatic proclamations that Citizens United indicates a privileged where corporate interests trump the public interest and politicians do the will of the highest bidder. Corporations in the early twentieth century not only faced scattered and weak enforcement of the Tillman Act's contribution ban and thus no great deterrent to violating the ban, but also exploited glaring legal loopholes that allowed them to bankroll their favored campaigns with relative ease. Even after the enactment of independent corporate expenditure restrictions, corporations faced minimal barriers to political spending on television or in other national media. Until the FEC's creation in 1974, the ban on independent corporate spending on elections was not rigorously enforced. The relevant time frame for evaluating the decision's practical consequences is, at the very longest, the period after Congress substantially amended FECA in 1974. Indeed, fraud and turmoil have been part and parcel of every election after 1986. “Guns, gold and goons” continue to cast a dark shadow on what is supposed to be a “free and fair” exercise. This paper focuses on the practice and prevalence of election-related violence in the Philippines. Electoral violence here takes many forms: killings; abductions; terrorism; physical attacks on rallies, homes, offices and vehicles of candidates and supporters; and any other acts that result in deaths, physical injuries and/or damages to properties. For the purposes of this paper, election-related violence will also refer to intimidation, coercion and non-physical forms of harassment. These are not strictly incidents of violence per se. However, Philippine election laws include these as election offences since they curtail voters’ decision-making and are preliminary acts to violence. ...Testing Theories of American Politics 2 Abstract Each of four theoretical traditions in the study of American politics – which can be characterized as theories of Majoritarian Electoral Democracy, Economic Elite Domination, and two types of interest group pluralism, Majoritarian Pluralism and Biased Pluralism – offers different predictions about which sets of actors have how much influence over public policy: average citizens; economic elites; and organized interest groups, mass-based or business-oriented. A great deal of empirical research speaks to the policy influence of one or another set of actors, but until recently it has not been possible to test these contrasting theoretical predictions against each other within a single statistical model. This paper reports on an effort to do so, using a unique data set that includes measures of the key variables for 1,779 policy issues. Multivariate analysis indicates that economic elites and organized groups representing business interests have substantial independent impacts on U.S. government policy, while average citizens and mass-based interest groups have little or no independent influence. Prior to the 2008 Democratic Presidential Primary, Barack Obama was endorsed by Oprah Winfrey, a celebrity with a proven track record of influencing her fans’ commercial decisions. In this paper, we use geographic differences in subscriptions to O! – The Oprah Magazine and the sale of books Winfrey recommended as part of Oprah's Book Club to assess whether her endorsement affected the Primary outcomes. We find her endorsement had a positive effect on the votes Obama received, increased the overall voter participation rate, and increased the number of contributions received by Obama. No connection is found between the measures of Oprah's influence and Obama's success in previous elections, nor with underlying local political preferences. Our results suggest that Winfrey’s endorsement was responsible for approximately 1,000,000 additional votes for Obama. The theoretical framework employed was agenda setting with content analysis as the method of research. The results reveal that the grassroots are not given credence as a key factor in the films except as means to justify the ends of the political class and players in the political process. The roles of the grassroots in the political arena are mostly depicted significantly as thugs, assassins, villains, prostitutes and others who are involved in different kinds of undesirable practices and vicious acts. Such portrayals could be contributory to politics often being described as ‘a dirty game’ with the grassroots increasingly having apathy to political processes and creating the divide of ‘them’ and ‘us’; where ‘them’is the political class and ‘us’...
