The business process outsourcing (BPO) market has grown substantially over the last decade and is expected to continue to increase rapidly. Offshore financial institutions can also be used for illicit purposes such as money laundering and tax evasion. Many countries, territories and jurisdictions have offshore financial centers (OFCs). These include well-known centers like Switzerland, Bermuda and the Cayman Islands, and less-well-known centers like Mauritius, Dublin and Belize. The level of regulatory standards and transparency differs widely among OFCs. Supporters of OFCs argue that they improve the flow of capital and facilitate international business transactions. ‘Outsourcing’ is the management and / or daily execution of a business function by a third-party service provider. Firms have been encouraged to outsource non-critical areas of business in order to focus on core competences (Quinn et al, 1990). The November 2001 declaration of the Fourth Ministerial Conference in Doha, Qatar, known as the Doha Development Round, provides the mandate for negotiations on a range of subjects. Its objective is to lower trade barriers around the world, permitting free trade among countries of varying prosperity. The negotiations of the Doha Round take place in the Trade Negotiations Committee (TNC) and its subsidiaries. Other work under the work programme, such as issues concerning the implementation of the present agreements, takes place in other WTO councils and committees. The Doha Round was to begin at the WTO Ministerial Conference of 1999 in Seattle, and was supposed to be called ‘the Seattle Round’, however, some developing countries refused to launch the second round by blocking the “explicit consensus” needed at the final Heads of Delegation. It was later decided via explicit consensus at a meeting in Doha, Qatar, that all countries involved were committed to negotiations opening agricultural and manufacturing markets, services negotiations and expanded intellectual property regulation. The challenge for the industry’s major players is how to make best use of this boom to profitably grow their volumes faster than the markets, achieve sustainable improvements in core operating margins and make the right investments – be they in capacity, acquisitions, the supply chain, marketing or R&D – to seize the significant opportunities ahead. The single biggest factor improving the industry’s performance is the fact that, at long last, the global economy is showing signs of sustained recovery. Growth in many major markets is accelerating. The stellar performers are India (expected to grow by 22% this year), Brazil (13%) and China (11%). The potential long-term growth in emerging economies – many of which have growing middle classes – is vast. To give just one example: the per capita consumption of chocolate in China is only a tenth of that in Switzerland. The primary purpose of developing this understanding is to further analyze the extent of effectiveness of the Basel norms. To explore how such regulations impact an economy, we have specifically looked at five economies of the world (including India), which are geographically apart, in this context. The idea here is to study how, for instance, banking institutions have shaped up to these norms – and whether the effects were favorable or adverse. Reckless lending by banks and financial institutions and slack regulatory system were at the root of the crisis, which is perhaps the gravest since the Great Depression of the 1930s. Amid a severe credit crunch, the rich economies have entered into a deep recession. IMF economists predict the global economic growth to fall from 5.6% in 2007 to 3.9% in 2008, and to 3.0% next year. Billions of dollars pumped by the rich and the emerging economies to bail out the distressed banks or to boost their economies have failed to stop the rot. Bangladesh is apparently immune from the crisis, its economy not being very tightly linked with the rest of the world. It has been enjoying a relatively healthy growth of exports, industrial activity and remittances. Yet, a prolonged recession in the rich countries may cause a slowdown in exports, inflows of remittances, foreign aid and FDI, thereby hurting GDP growth. IMF has said that GDP growth in Bangladesh this year will be lower – 5.5% instead of the officially projected 6.5%, if the global recession lingers.
