Human Resources Management Approach to SAMHSA Strategic Initiatives

The human resources department plays an important role when it comes down to strategic planning. To illustrate this form of planning is a vital component in strategic human resource management. The human resource department must demonstrate a plan, which is the strategy which is intended to accomplish the goal of the organization over time. This is the way the organization functions. When the human resource department is on the same page as the organization this directly links the two together and guide them on a straight path of success while meeting the mission of the organization. Decision making is implemented through the human resource department on behalf of the organization by way of setting policies, careful planning and daily practices. In order for the organization to meet their mission and goals, the organization and human resource department must be on the same page with the business strategy of the organization culture in mind. “The goals of organizations differ within and among departments. All departments probably have goals that include employee satisfaction, survival, and adaptability to change” (Ivancevich & Konopaske, 2013). In order for this approach to work the plan must relate to the present and future critical needs of the organization. In order for the human resource department to meet the needs of the organization appropriate studying and analyzing by high level management must be done of the organization. In trying to meet the goals of the organization, it is important that there are enough finances to achieve these goals. If the company does not meet the financial standards of meeting the goals, then these goals will just be unmet goals. There must be a finical plan done to guarantee the goals are capable of being met. This type of planning is not restricted only to large organizations but this type of planning is very important to all organizations who want clear guidance of their future. Depending on the strategic plan, the organization can formulate a strategic human resource plan that will permit the organization to make better decisions that will direct the future of the organization. This planning will include gathering the cost for company recruitment and cost for the training of the employees.
Substance Abuse and Mental Health Services Administration (SAMHSA) is a part of the United States Department of Health Human Services and their mission is “to reduce the impact of substance abuse and mental illness on America’s communities” (SAMHSA, 2014). SAMSHA was established in 1992 by congress in order to make the services and research of the agency more accessible. The agency provides behavioral health support services like prevention, treatment, and recovery to the community to aid in the improvement of health while reducing cost to individuals, families, businesses, and the governments. People who are in need of mental health services and substance use are not welcomed to use health care systems but they have to utilize the services of public health due to their conditions. These types of act put their health at risk and their wellness and cause the community more cost. SAMHSA has a vision that behavioral health is important for the well-being of the people. Also, that be receiving preventative services, this would reduce many cases. The amount of treatment that the people are receiving will be effective in their area of health care needs and the people will recover from mental disorder and the use of substance.
The strategic initiatives of SAMHSA are to put their attention on the transformation of improving individual needs for behavioral health care, the community and the providers of service. SAMHSA believe that they will have the capability of promoting emotional health and wellness needs of the people they provide service to as well as offering them a way of support during their recovery process. They will also have the means of offering an increase to effective treatment for everyone they see and also give them the chance of addressing the prevention process of substance abuse and any mental illnesses they may be suffering from. This program will increase all awareness and understanding of mental and substance use disorders and also give them the avenue of increased access to effective treatment. Having these structured initiatives in place will also make way for SAMHSA to survey and surveillance nationally in effort to support the behavioral health field from the critical feedback. They will also have the means to build public awareness of how important behavioral health is to the community. SAMHSA will have the opportunity to see an improvement through evaluating their programs and providing activities that will support their target goal in transforming the behavioral health care system. Thy will be working toward developing an expert practice that will provide prevention treatment for those with addictions and mental treatments. These initiatives will also assist SAMHSA to support different states, territories, and tribes to construct and develop their system capacity with encouraging improvements, efficient approaches and operating on evidence-based programs and services which will show a positive result after care.
The approach of the human resource department is alike in so many ways of the SAMHSA agency because the goal of the human resource department is to aid the organization in reaching their goal. SAMHSA has many tactics in place that will assist them in reaching their organizational mission, also while not losing sight of their vision. SAMHSA vision and mission statement goes hand in hand. This will be the job of the human resource department is to find out what the vision of the company is, and how can they align their plan to stay on the same tract as the organization in order to assist them to reach their goals. Human resource is also responsible of overseeing the talent of the employees and this goes hand and hand with one of SAMHSA initiatives when they indicated that they will have evaluation to go out. This type of system will allow the company to know how they are doing. This can be turn internally and externally. When this type of procedure is done internally, each employee is subject to an evaluation system which will list their strengths and weaknesses and this will give the employee and organization where the employee stands as far as adding and positively contributing towards moving in the direction of the company’s goals. When this type of activity is done externally, the organization give their consumers or patients the opportunity to give critical feedback about the services they were provided and this will help the company to see what areas needs improvement and how can grow and move closer to their goals.
It is important that an organization has trained personnel. It is also a part of the human resource approach and the strategic initiative of SAMHSA to have well trained health care workers. The human resource department will oversee this process and make sure that every health care worker is fully trained in order to perform the job set out for them. Both the approach of the human resource department and SAMHSA share an interest when keeping of with the changing environment is constant changing. SAMHSA believes in keeping up with the advancements in health information technologies in order to support behavioral health due to the potential change in the health care system. Any change in how health care is formulated or addressed needs to be implemented in all health care related facilities. This will assist all health care workers the opportunity to improve in the quality of integrated health care, providing the appropriate health specialty for individuals and improving the engagement between patient and provider. With effective prevention and wellness strategies, SAMHSA will have the opportunity to provide quality care.
