In the Humberto Leal Garcia v. Texas case, 38-year-old Humberto Leal Garcia a.k.a. Humberto Leal was convicted for the rape and murder of a 16-year-old girl named Adria Sauceda in 1994. Leal was then sentenced to death by lethal injection 16 years later. However, the fact Leal was born in Mexico and not a United States citizen the Vienna Convention stated that he had rights to have a Mexican consulate which was not granted to him at the time. Due to these circumstances, the president at the time, Barack Obama, pleaded to hold off on Leal’s execution to be able to keep international affairs protected. This includes protecting U.S citizens’ rights who get arrested or detained while abroad and insuring they would be able to get a United States
