On 04/05/2017 at 0814 hours, while traveling southbound on Hurffville Road, SPO Ivey #5525 and I, observed a 2011 Black Cadillac Escalade traveling northbound with a shattered windshield and heavy front end damage pass along us. I safely conducted a U-turn and approached the vehicle.
I activated my overhead lights and sirens and made a motor vehicle stop with the above listed vehicle in the lot of 1531 Hurffville Road. I conducted a driver side approach where I made contact with the driver. I then introduced myself, advised him for the reason for my stop and requested he produce his driver's license, registration and insurance card. As the driver was looking for his documents, I observed several indicators of nervousness. The driver's hands were shaking, his voice was trembling as he was speaking, and his face was sweating profusely. The driver advised that he did not have his registration, insurance card or driver's license with him but would provide his name so I could look him up. Laste, DOB 09/01/1972, and did not know his social security number, I then relayed…show more content… A search incident to arrest was conducted and inside of his left pocket was an approximate 4" straw with a small amount of white residue. I then advised Christopher with the other indicators of drug activity and the straw, I had enough Probable Cause (PC) to search the vehicle. The accused was advised that he was under arrest and handcuffed to the rear. I confirmed that the handcuffs were secure but comfortable and double locked them. The accused was searched incident to arrest and no weapons or contraband was found. The accused was guided to marked patrol vehicle # 1103 and I conducted another check of the vehicles back seat. Both this check and the one completed at the beginning of my shift were negative for weapons or
