The Problem and its Scope

Education is man’s fundamental method of reform and progress. It can be regarded as the tool with which society brings the transmission of its own culture (Reomer, 1981). School facilities have been observed as a patent factor to quantative education. It therefore means that the educational system must be flexible, functional and optional enough to have something to offer to all members of the society including the youths, adults, privileged and the less privileged. The desire to meet the educational needs in particular those members of the under privileged is now a major challenge to the educators over the past years.

Education can therefore be regarded as a social process whose purpose is to bring about certain desirable behavioral change in the total development of the individual (Walberg and Thomas, 1992). We all know that Japan is the second most
