Other animals can be used but they aren't as tame. So there are some consequences when they are in public. So a law was passed that only service dogs are allowed in public.
Dogs can be better trusted in public because they have been domesticated for thousands of years. Restaurant owners better trust service dogs over a monkey because they would sit quietly under a table and not be screeching loudly , states service animal laws.
