...Assessment of Aquino Administration’s policies and achievements The Aquino Administration at the mid of its term: assessment of its policies and achievements in key areas. When Benigno (Noynoy) Aquino was elected in May 2010, it was a huge wave of hope that swept him in a landslide victory into the office of the Philippine President: * hope that he would bring back honesty as guiding principle into the actions and decisions of this office – as it had been the case during the presidency of his revered mother Cory Aquino 1986 – 1992, whose passing away in summer 2009 had plummeted the nation into deep nostalgic mood and initiated the request of the Liberal Party for her son as presidential candidate in the 2010 elections; * hope that the lawlessness, high levels of violence, corruption, human rights violations and impunity would finally find an end; * hope that the hardened poverty of more than 25% of the fast growing population would finally be reduced – following his campaign slogan: “no corruption, no poverty any more”; * hope that he would be able to bring peace to the country which was suffering for more than 40 years from fighting with the Mindanao based Muslim Rebellion and the armed campaign of Maoist in many rural provinces all over the country. Three years later, in the mid of his single six-years term, it is still the hope of the majority of the population which is upholding his high popularity. What has been done, what has been achieved...

...Philippine forests and forestry By FLORENCIO TAMESIS THE forest is perhaps the most valuable replaceable natural resource of the Philippines. As a source of raw materials and revenue to the Government, it can be managed to yield for a long time more than it does at present. The latest estimate on the extent of the vegetative soil cover of the Philippines is as follows: | Area in Hectares | Percent | Commercial forest | 13,198,406 | 44.5 | Noncommercial forest | 4,296,786 | 14.4 | Marsh: | | | Fresh | 168,657 | | Salt | 438,155 | | | 606,812 | 2.0 | Open grassland | 5,203,620 | 17.5 | Cultivated | 6,434,348 | 21.6 | Total | 29,740,972 | 100.0 | Approximately 97.5 percent of the forest is owned by the Government and is administered by the Bureau of Forestry; 2.5 percent is privately owned. The greater bulk of the forest is in large blocks on the principal islands such as Luzon, Mindanao, Samar, Negros, and Palawan. Most of the forest is of the tropical rain type, complex in its composition. More than 3,000 species of trees attain a diameter of 30 centimeters (one foot) or more; however, less than sixty of these are marketed. Seventy-five percent of the stand consists of dipterocarps, commonly called lauan, to which "Philippine mahogany" belongs. It is conservatively estimated that the aggregate commercial standing timber is around 2,105,000,000 m3 ® (464,729,000,000 bd. ft.). Based on forest charges (government stumpage tax), this stand has a value of P2,341...

Durban1, Ruby Durban Catalan2 1 Far Eastern University, Manila, 2University of San Agustin Iloilo City, PHILIPPINES joelmdurban@yahoo.com, rmdc60@yahoo.com.ph ABSTRACT The essay is an attempt to analyze, evaluate and criticize issues affecting the educational system through the years with the end view of recommending possible improvements. The metamorphosis of Philippine education through the years was a gradual process brought about by generations of colonialism and imperialism. From the Spaniards to the Americans, to the Japanese even during the Liberation period up to the EDSA revolution, changes in education did not match the high hopes of the Filipino people. Presently, the Philippine educational system needs to address issues not only of accessibility and quality in providing education for all. Other issues needs to addressed involved the role of education in the national development, the unresponsive curriculum, improper monitoring of programs implemented, globalization of education and even politics in education. For the Philippine education to succeed its ills and problems must be addressed. There is a need for values reorientation of the Filipinos as a key to national development. Teachers’ transformation, in terms of their values orientation is necessary. Part of the teachers’...

...RULE OF LAW: THE LAMP THAT ILLUMINATES By: Elai The law is the last result of human wisdom acting upon human experience for the benefit of the public. -Dr. Samuel Johnson- In one of my seemingly usual college days, my professor in International Law unexpectedly lowered her wall and allowed her students to see her evident desperation over our nation’s state of affairs. This emotion was triggered by the fact that the white board marker did not have enough ink to allow the professor to scribble an outline of her day’s lecture. She was desperate because she was supposed to be honing the most brilliant minds in the country’s premiere university. And this premiere state university did not even have the minimum facilities for her to do just that. An example - the white board marker that does not leave a mark at all. In the midst of her outburst, and with tears in her eyes, she said “ I hoped that my generation could bequeath you with a nation you deserve. I hoped. I guess in more ways, we have failed you.” Sooner than expected, half of the members of the class were likewise crying. This made our professor ask her students why. We told her “your generation was better than ours and you failed. What will the next generation expect of us?” A few years later, the constantly confused law student that I am, I find myself pondering at the scene and finding its relevance as I try to understand the role that the rule of law has to play in the development of our nation’s...

...4 scenarios if Bangsamoro bill is not passed MANILA, Philippines (UPDATED) – What will happen if Congress fails to pass the proposed Bangsamoro basic law (BBL)? Will war once again erupt in Mindanao? Is there no other option? With only a year left before the administration of President Benigno Aquino III ends, the passage of the proposed Bangsamoro basic law (BBL) in Congress remains uncertain. A tipping point was reached when the Mamasapano clash, which killed 67 Filipinos, eroded the political capital of the President and unleashed many reservations about the controversial bill. The Senate deadline was moved to October just as 12 senators signed the committee report concluding that the BBL is unconstitutional, indicating that the Senate would push for major revisions. Senator Ferdinand Marcos Jr has gone to the extent of saying he will file a new bill that is substantially different from what is being deliberated. Over at the House of Representatives, House Majority Leader Neptali Gonzales II admitted passing the bill now is a “cause for concern.” After the bill was passed in the committee, House members were accused of allegedly railroading its approval. Yet the BBL continues to enjoy wide support in core areas, a Social Weather Stations survey released in May showed. (READ: #AnimatED: Law should trump violence) What are the scenarios as the bill faces uncertain support in Congress, constitutional issues, and a tight timeline? 1. Congress fails to pass the BBL and...

...HISTORY OF PHILIPPINE BANKING Philippine banking has a long and colorful history. It began in 1828 when, as the Philippines reaped the benefits of increased trade, King Ferdinand VII of Spain issued a decree mandating the establishment of a public bank in the Philippines. However, it took 23 years before that bank could become a reality. The man behind the actual organization of the bank was no less than the governor-general of the Philippines at that time, His Excellency Antonio de Urbiztondo y Eguia. Gov. de Urbiztondo was a marquis of Solana in Spain who was named governor-general of the Philippines in 1850. His term of office was characterized by many administrative innovations, so it was not surprising that six years later, he would be called back to Madrid to take on a bigger role as Spain's new minister of war. As the highest-ranking government official in the Philippines, Gov. de Urbiztondo called for the support of the Junta de Autoridades (a committee comprising of civil and ecclesiastical officials) in approving the bank's statutes and by-laws. The junta approved these statutes and by-laws on August 1, 1851, but it was understood that such approval had to be confirmed by the Spanish Crown. The bank was called El Banco Español Filipino de Isabel 2, in honor of the reigning queen of Spain – Isabella II, daughter of King Ferdinand VII, who passed away in 1830. The Bank's office was located at the Royal Custom house (Aduana) in Intramuros (Intramuros...

...1. EXECUTIVE SUMMARY Public Securities Corporation (PSC), a wholly-owned stock brokerage firm of the AFP Retirement and Separation Benefits System (AFP RSBS) envisions itself to be one of the top stock brokerage firms in the Philippines. The company was acquired by the AFP RSBS from a group of private individuals in 1994 with the main objective of taking advantage of the favorable prospects in the stock market and at the same time, to generate income for the mother company. Value turnover at the Philippine Stock Exchange slowed by 30% and lost P383 billion from P1.2 trillion in 1997 to P817 billion in 1998 due to the Asian Financial crisis. The decline in value turnover resulted to less commission income generated from broking services that caused both local and foreign brokers to leave the Philippine equities market and applied for temporary suspension, while others opted to cease operations totally. Political instability also discouraged investors in Philippine equities during the Estrada Administration. Illegal trading activities, such as frontrunning, insider trading and “kiting” resulted to the loss of investors’ confidence towards the regulatory bodies, the Securities and Exchange Commission and the Philippine Stock Exchange. This paper presents three frameworks to analyze the effectiveness of the company’s current strategy. Among the frameworks employed was PEST Analysis or Political, Economic, Social and Technological Analysis which was used to...

...Introduction The word “hang-out” can either be a verb or a noun. If it is taken as a verb it means the act to spend one’s time idly or in loitering around (Merriam Webster’s Intermediate Dictionary). If it is taken as a noun, it means the PLACE where a group of people stays without doing anything in particular. However, the researcher will be focusing more on the second definition but still consider the first definition, mainly because we have a wide range of places to choose from ; like places inside the University Campus, a friend’s house, a shopping mall or any other place that a certain group of individuals choose. As everyone is inadvertently exposed to strenuous and demanding work either in school/workplace, all of us needs that refreshing and much needed stop to break the monotony of working for/ studying for a long stretch of hours. This is where “hang-outs” come in, when there is a need for relaxing or unwinding at the end of a stressful day/week; inevitably the necessity for a place to relax also arises. Of course as a person either engaged in these activities (studying or working), stress and pressure are usually associated with your workplace or classroom. Therefore anyone can encounter difficulties relaxing in certain place a person associates with stress and pressure. In short the researcher is implying the importance of a hang-out, being in a hang-out does not necessarily mean you have to be in a very far place from your school/workplace but rather, just a...
