During technical design activities in the Project Implementation phase, prior to purchasing or building an application: * System Proprietor (functional owner) works with the principal System Custodian to complete the Project Information Risk Management Plan. * Project Team submits the Plan to Colt Manufacturing IT Department and System/Network administrators for review and approval.
