Is Gun Control the management of firearms that will help reduce the criminals from using these weapons? The Gun Control Act of 1968 became the primary federal law regulating firearms. The citizens began feeling that this act was due to the violence and assassinations of President John F. Kennedy, Robert Kennedy and the Rev. Martin Luther King Jr. As the country came to grips with the senseless tragedies of these notable people they could not help but think: does this effort really prohibit convicted felons, drug users and the mentally ill from buying guns? And just because this act raised the purchasing age to 21 years old, has it stopped the death of children from guns. According to the UN, over 2.1 million people are believed to have left their homes, and up to 70,000 have been killed. Other estimates put the death toll higher, up to 400,000. International media has only limited access due to the remoteness and instability in this vast region the size of France. So we don’t see all the day to day details of suffering as we did, for example, in late 1998 in Kosovo. Those images and reports helped trigger UN ultimatums and eventual NATO intervention in 1999. After the Holocaust, the world said “never again” should we stand by and watch while millions are slaughtered. After the Cambodian genocide of the 1970s, after the Rwandan genocide of 1994, and after the mass killings in Srebrenica in Bosnia in 1995, the world also stood by, and then said “never again.” And now we have Darfur. This historic occasion symbolises how Australia conducted its foreign relations with ‘East’ and ‘West’ during the Howard Era. The pragmatic decision to allow Hu Jintao to become the first non-American foreigner to address both houses demonstrates how Howard viewed Sino-Australian relations. It showed the world that it was possible to have warm relations with both the United States and China. By the end of the Howard Era in 2007, China had become Australia’s major trading partner. This was a far cry from 1996, when in the first months of the newly elected Howard Government a series of events caused severe tensions in Sino-Australian relations, as described below. This culminated in the Chinese response of banning visits to China by Australian ministers, a serious manoeuvre in the nuanced world of diplomacy.
