World War 1 took place from July 28, 1914 to November 11, 1918. Great Britain did not join the war until later on. Arthur Balfour was a representative from Britain, and his primary mission was to form a Zionist state in the Middle East. According to GOV.UK, Arthur Balfour was the conservative prime minister of the United Kingdom from the years 1902-1905. This shows towards a characterization of being artistic on one side, and he is also outgoing for his politics. Later in life, he was known to be very fragile, which could be a trait that he had carried throughout his life.
