The two have often interacted on the outsourcing by the government and the implementation of tenders by the private sector. The government has been charged with the provision of the benchmarks and the contracted body in the private sector being required to deliver as per the set requirements. This leaves the government solely responsible for the delivery of quality e-Government systems and the private sector upbeat to delivering as per the set benchmarks. However, the two parties exist in different environments and a more involving insight into the required deliverables would achieve higher results. A partnership between the two parties would be one of the possibilities of achieving an all round perspective in ensuring high quality systems, a greater acceptability by the end users and a more satisfactory solution provision to the existent problems in the government. Besides, such a partnership would create room for donor funding and as such a growth in the e-Government systems. Email: srieh@excitehome.net In the Web, making judgments of information quality and authority is a difficult task for most users because overall, there is no quality control mechanism. This study examines the problem of the judgment of information quality and cognitive authority by observing people’s searching behavior in the Web. Its purpose is to understand the various factors that influence people’s judgment of quality and authority in the Web, and the effects of those judgments on selection behaviors. Fifteen scholars from diverse disciplines participated, and data were collected combining verbal protocols during the searches, search logs, and post-search interviews. It was found that the subjects made two distinct kinds of judgment: predictive judgment and evaluative judgment. The factors influencing each judgment of quality and authority were identified in terms of characteristics of information objects, characteristics of sources, knowledge, situation, ranking in search output, and general assumption. Journal of Information Systems Education21.2 (2010): 173-184. The title captures the objective of the study which is to evaluate the success of the E-learning based on the IS success model. Abstract This study utilized the Information Systems Success (ISS) model in examining e-learning systems success. The study was built on the premise that system quality (SQ) and information quality (IQ) influence system use and user satisfaction, which in turn impact system success. A structural equation model (SEM), using LISREL, was used to test the measurement and structural models using a convenience sample of 674 students at a Midwestern university. The results revealed that both system quality and information quality had significant positive impact on user satisfaction and system use. Additionally, the results showed that user satisfaction, compared to system use, had a stronger impact on system success. Implications for educators and researchers are reported.
