Facts: In 1991 a fourteen year old Laotian boy was drugged and sexually abused by now infamous Jeffrey Dahmer before escaping, drugged naked and bloody, from Dahmer’s apartment. Once outside a few civilians called police and kept Dahmer from being allowed to take custody of the boy. Police arrived and disregarded fire and ems personnel and stopped the citizens from intervening.
