1. Must provide total integrated system that includes general laboratory, microbiology, blood bank, pathology, and EMR.

3. Must provide database to include the following: CPT codes, LOINC, LMRP for medical necessity. If provided from 3rd party, list sources.
4. Must support multiple laboratories at different locations. Logic must be included that traces all work by location.
5. Must support patient registration through the lab information system. Abbreviated registration required that merges with hospital registration. Only minimal information required for abbreviated registration. List minimum required data elements.
6. Must support the use of an EMPI.
7. Must allow for patient search by
a. Social security number
b. Patient name, including soundex
c. Medical record number
d. Account number
e. Accession number
f. Date of birth
g. Ordering location/provider
8. Must allow for order entry using user defined procedure number and/or mnemonics.
9. Must allow for a series of orders to be entered consecutively and time stamped at the same time regardless of how long it takes to complete entering all the orders so all will appear on the same accession number in the laboratory.
10. Must allow for adding tests to an existing accession number at a later time.
11. Must have no limit to the number of procedures that can be ordered in one order conversation.
12. Must allow tests from multiple disciplines to be included in one order with one accession number.
13. Must allow for specimen type to drive assignment of accession numbers.
14. Must allow for reflex testing to be ordered automatically based on results of previous testing.
15. Must allow for specimen collection criteria to be customized by physician, client, or reference lab.
16. Must include hand held device options for bedside patient identification and specimen collection including printing of specimen labels at the bedside. Must be wireless, real time.
17. Must be able to identify “mixed” specimens such as tests requiring CSF and serum or urine and serum.
18. Must include quality control features with the following minimal requirements
a. Westgard Rules totally supported
b. Levi-Jennings supported
c. Maintenance records maintenance and tracking
d. Out of range flags
e. Ad hoc reporting features
f. QC data captured via instrument interfaces
19. Must allow results to be modified/corrected after release with appropriate documentation to record changes.
20. Must include management reports to include a minimum of
a. Turnaround time reporting
b. Elapsed time flags for overdue reporting
c. Productivity reporting by individual, shift, work station, location, supervisor, analyzer, and day.
21. Must include automatic delta checking, auto verification, and release of results from interfaced analyzers.
22. Must include multi-tiered reflex testing. Example: urinalysis PRN microscopic PRN culture.

MICROBIOLOGY:

23. Must support recording the workup of microbiology cultures, including differentiation between reportable vs. internal results.
24. Must support batch reporting including automatic release of negative results (microbiology).
25. Must provide alerts to microbiology technologists of
a. Previous positive microbiology results
b. Suspected pathogens
c. Possible nosocomial infections.
26. Must provide conditional antibiotic rules, including result cascades and report suppression of unnecessary expensive antibiotics.
27. Must allow microbiology to interact with pharmacy in a bidirectional system.
28. Must provide epidemiology and statistical reporting including option for multiple incidents of the same organism being identified.

BLOOD BANK:

29. Must accommodate computerized blood bank crossmatching according to AABB standards and certified by FDA.
30. Must maintain results on line indefinitely with quick, easy access to include
a. ABO/Rh typings
b. Antibody screen results
c. Antigen/antibody identification results
d. Crossmatch results
e. Transfusion history
f. Daily reagent antisera QC
31. Must track all products by product.
32. Must track all patient specimens.
33. Must include security features associated with product related activities and patient testing processes.
34. Must support ISBT-128 and Codabar concurrently.
35. Must include an ad hoc report writer for customizing transfusion committee reports.
36. Must have the ability to view/input data from other hospital locations i.e. transfer blood inventory between several hospital locations.
37. Must have ability to operate a centralized blood bank facility for reporting to multiple locations outside main facility.

LAB OUTREACH:

38. Must include ability to have customized client billing for lab outreach program to include
a. Multiple fee schedules/discounting/custom pricing by client
b. Customized invoicing by client
39. Must have ability to print customized client lab requisitions.
40. Must include episodic management of lab results.
41. Must include point-of-care tracking of specimens.
42. Must include courier dispatching/routing control and instructions.
43. Must include solution for client supply management.
44. Must include courier fleet management support.
45. Must include rapid order entry for outreach orders.
46. Must all for lab results to be transmitted electronically to physician office EMR systems.
47. Must provide Web access to lab orders and results.
48. Must include options to send results to portals for access.
49. Must provide options for client specific patient reports.

OTHER LAB ISSUES:

50. Must include automation tools to extract data from Cerner Classic PathNet system during conversion. Example is “Bed Rock” conversion system.
51. Must provide option to interface with existing Cerner CoPath pathology software system.
52. Must support multiple instance environments.
53. Must provide ability to digitally transfer digital pictures into medical record and make available in portals. Examples include digital photos of tissues, wounds, microscopic images, etc.
54. Must provide lab outreach support that includes features found in the Atlas LabWorks system.
55. Must include ability to post and keep updated a lab catalog of tests and services on a Web available system.
56. Must provide for automatic application of ABN rules at point of order, including Web based access from physician offices and other remote locations. Printing of ABN when indicated is required.
57. Must include features for automatic notification and delivery of lab results to physicians based on configurable events. Delivery by email, pager, or other wireless devices should be supported.
58. Must include ability to print patient specimen labels at points of order including Web based order entry points.
59. When Web based order entry is initiated, the system must query host system and populate patient demographics.
