RE: SB 621– Telehealth Services

Executive Summary

On the behalf of Community Treatment Inc. and the Missouri Oral Health Coalition, I would like to encourage you to support bill SB 621. The bill defines the term telehealth and authorizes any licensed health care provider to provide telehealth services within his or her scope of practice with the same standard of care as services provided in person (SB 621, n.d.). Also, this bills "specifies individuals who are licensed in Missouri that are to be considered eligible health care providers for the provision of telehealth services in the MO HealthNet Program (Committee on legislative, n.d.)." This legislation would include the utilization of dental hygienist and other providers in telehealth services. SB 621, n.d.). Rural Missourians face immense and complex factors that create disparities in healthcare. Socioeconomic factors and lack of recognition by legislators and the isolation incurred from living in remote areas all impede our residents ability to lead a normal, healthy life. For years, telemedicine programs across the country have connected rural patients to specialists in nontraditional settings. This bill will help Comtrea increase oral health care access for safety net populations within Jefferson County.

Context
In 2013, a Missouri law House Bill 986 made private insurers accountable for compensating authorized providers offering telehealth services. The bill posed conditions that insurers “shall not deny coverage for a health care service on the basis that the health care service is provided through

Between March 18 to April 10, 2014, hundreds of university students and other protestors occupied the chamber of parliament of Taiwan (Legislative Yuan). On March 17, day before the occupation began, the legislature's Internal Affairs Committee was about to begin a three day debate on the Cross-Strait Services Trade Agreement (CSSTA). However, the CSSTA chairman, Chang Ching-Chung, and a member of Taiwan's governing party of the KMT (Kuomintang), had abandoned and bypassed the committee's review and moved straight forward for legislative approval. The opposition Democratic Progressive Party (DPP) immediately objected strongly on the floor of the chamber once they recognized the action of the Chairman. On March 18, around three hundred students gathered outside of the Legislative Yuan building, protesting to the Ma Ying-Jeou's government for mishandling the CSSTA. They expressed their frustration by the hasty review of the CSSTA, and demanding an article-by-article review of the trade agreement before moving it to the legislative floor. Finally, the government agreed to postpone the adoption of CSSTA and allowed the Internal Affairs Committee reviews all cross-strait agreement before passing for approval. Students waited until all cross-strait agreements had passed before they disbanded from the parliament building. ...

...INTRODUCTION State government is a form of government that rules a state in each of 13 states in the federation of Malaysia. It is also the second level of government in Malaysian government hierarchy. Just like federal government, state government too, does adopt the Westminster Parliamentary system from the United Kingdom. It is also further divided into three branches of government bodies or machineries. Namely executive, legislative, and judiciary. These components are the ones that are responsible in governing and administrating the state. As been stated in the Federal Constitution, the state government has certain powers over some matters related to the state that the federal government has no authority over those matters at all. 1 THE ROLES OF STATE GOVERNMENT State government practices the similar system to the federal government. Consists of three bodies, each of them carries different functions and roles towards implementing the state’s policies and serving the people. For example, the executive components of state of Sarawak consists of TYT (Tuan Yang Terutama) or also known as the Governor of Sarawak as the head of state. It is the first time, I believe, that a non-official has been afforded an opportunity to address the people through the medium of this powerful instrument, direct, to the people on political matters. I hope that in the future I shall have greater facilities to enable me to voice my views and opinions, which will reach directly (to) you, life warm rather than in the cold print of the newspapers. The statement of Government, embodying the plan for the transfer of power to the peoples of India, has already been broadcast and will be released to the press and will be published here and abroad tomorrow morning. It gives the outline of the plan for us to give it our most earnest consideration. We have to examine it coolly, calmly and dispassionately. We must remember that we have to take the most momentous decisions and handle grave issues facing us in the solution of the complex political problem of this great sub-continent inhabited by 400,000,000 people.(Holdningbeabejdende) The world has no parallel of the most onerous and difficult task which His Excellency had to perform. Grave responsibility lies particularly on the shoulders of Indian leaders. Therefore we must galvanise and concentrate all our energies to see that the transfer of power is assisted in a peaceful and orderly manner. We were accompanied by Ms. Ivy Jumao-as and Dr. Larry Silapan. We departed from Cebu City 4:30 am going to the south of Cebu. We arrived in Alcoy market around 7am. We expected a tabo in Alcoy but the locals said tabo is every Thursday. There were only 3 meat and poultry retailers in Alcoy that time. We weren’t able to see compradors since all three of them take their products themselves from the suppliers. Most of them get their products from Dalaguete. We conducted an interview with each of the retailers. After Alcoy, we headed to Mantalongon, Dalaguete market. There were only 2 stalls of meat products there. One stall gets their supply from Alegria. People there were so nice and accommodating. They were so kind in answering our questions. Next stop was Dalaguete market. There were 8 retailers of meat and poultry but only one gets the products from Alegria. After the interview, we had lunch and head our way home. It was such a great experience for me since it was my first time to conduct a real and serious research. It wasn’t only learning but also experiencing and having fun. Medical Marijuana Conflicts

...Conflicting Federal and State Medical Marijuana Policies: A Threat to Cooperative Federalism Todd Grabarsky* Abstract The legal status of medical marijuana in the United States is something of a paradox. On one hand, federal government has placed a ban on the drug with no exceptions. On the other hand, over one-third of the states have that legalizes the cultivation, distribution, and consumption of the drug for medical purposes. As such, the usage of medical marijuana is an activity that is at the same time proscribed (by the federal government) and encouraged (by state governments through their systems of regulation and taxation). This Article seeks to shed light on this unprecedented nebulous zone of legality in which an activity is both legal and illegal, an issue that one scholar on the subject has deemed “one of the most important federalism disputes in a generation.” The issue has become heightened as two states have legalized marijuana for recreational (non-medical) purposes as a result of recent 2012 Election. This Article examines the issue from a federalism perspective. It begins by arguing that unpredictable enforcement by federal authorities in states that have legalized medical marijuana not only threatens state drug policy, but also the efficacy of federal enforcement. This argument is based on the premise that the federal drug ban exists as a cooperation between the states and the federal government. That the federal government relies on the assistance...
