I want to explore why I feel that Ken Rowe’s literacy report misses the complexity of literacy development in young people– at least from my secondary perspective. Of course he covers some bases and on the surface suggests a balanced approach. He is also right that teachers need to be better educated about reading practices. However, the emphasis on phonics which has been widely reported in the media appears disproportionate to its usefulness. Some students can manage to read and spell without phonics so why do we need to occupy their brains with phonemes or phonic practices. Others need them. The informed primary teacher differentiates accordingly. What Ken Rowe does not focus on is the literacy needs of young people in secondary schools where decoding is less of a problem than comprehension. For many students reading is meaningless – particularly fiction. Qualitative methods were used to gain data that reflect on the implementation of play and creative arts strategies and activities in teaching and the interpretation collected from participants. The three types of tools that used to collect data are observations, interviews and a reflective journal to ensure validity of results. After analyzing the data, two interrelated themes emerged. The first theme highlights the benefits of play and creative arts in early childhood. The second theme shows the benefits of using them can support literacy and numeracy development. Consequently play and creative arts seems to promote development in children’s learning processes and they also offer the learners’ confidence in their learning. To conclude, this study shows that play and creative arts may have positive effect in improving the children’s overall performance and attitudes. Learning to read is of course anything but a race, but getting a good start is as vital in learning to read as it is in any race. Children who fall behind in school at an early age seldom catch up. Studies have found that children who were classified as poor readers at the end of first grade had an 88% chance of being poor readers at the end of fourth grade (Jenkins & Vadasy, 2000). Countless studies have been conducted to determine the effect of parental involvement on students reading achievement. Observations and interviews suggested that parental activity increased children’s reading skill acquisition or enthusiasm, which, resulted in success in reading. All results indicated that parental involvement in reading has a considerable impact on students reading achievement. The findings support that parental involvement plays a part in fostering children’s cognitive growth and academic success. Research done in this area has been quantitative in nature in that studies have looked at the relationship and/or the cause and effect of parental involvement and reading achievement. ...Introduction Overview of the Leitch report In 2004, Lord Leitch was asked by the Westminster Government to consider what the UK’s long term ambition should be for developing skills, in order to maximise economic prosperity and productivity and to improve social justice. There is consensus that we need to be much more ambitious in the UK and a clear message that the UK must ‘raise its game’, urgently. • The UK has a lot of important strengths – an excellent higher education system where more people than ever are studying for degrees; good reforms on vocational training; an increasingly effective school system; and a strong record of improvement over the past decade. • But, the UK also has considerable weaknesses: more than one third of adults do not hold the equivalent of a basic school-leaving qualification. Almost half of adults are not functionally numerate and one sixth is not functionally literate. This is worse than our principal comparator nations. Improving our schools will not solve these problems. Today over 70 per cent of our 2020 workforce has already completed their compulsory education. Our intermediate and technical skills lag countries such as Germany and France. • UK has made progress expanding Higher Education – and this is critical to becoming a high-skill economy.
