On September 28, 2005, defendant MOS Tepperman was on patrol in uniform when he observed P riding his bicycle on the sidewalk with a knapsack. MOS Tepperman approached P and asked P for identification. P provided MOS Tepperman with his identification and informed MOS Tepperman that he was going to the nearby Chinese restaurant to get food.
