Introduction In this paper, I will analyze the memo by applying the steps of the critical thinking model discussed in Asking the Right Questions to assess the arguments made. Among the other tasks I had to make, I will not just analyze the memo but I will evaluate the author’s argument as objectively as possible. I will also provide a thorough evaluation of the issues presented and assess ideas critically, demonstrating clear and consistent treatment of each evaluation. Furthermore, I will verify the information that was in the memo and I will note what is not in the memo. For the last closure of the argument, I will end this paper with a conclusion of what I have critically completed.

1. What are the issues and conclusions? On October 20, 2011, President of APEU Union Local 121, Mr. Hector Fuentes, sent a request to the Human Resource Manager, Ms. Mary Ford regarding notification letter sent by Governor Gloria Gainor. Mr. Fuentes wanted Ms. Ford to evaluate the letter he received from the Governor notifying the union that the state intends to outsource and privatize the information systems management function within the Department of Motor Vehicles.

This memo that Mr. Fuentes received from Ms. Ford was in response to the request of Mr. Fuentes to be evaluate simply because of issues and concern for the DMV employees which can affect many if proposed decision takes effect. But first, we need to know what the issues are and what conclusions it has in order to know in order to see if this will go even further. Required Qualifications Romans 15:14 says, “And I myself also am persuaded of you my brethren, that ye also are full of goodness, filled with all knowledge, able also to admonish one another.” In this verse, Paul clearly indicates three distinct characteristics that an individual must possess to be a Biblical counselor. The first qualification that Paul indicates as a must for individuals to have is salvation. Paul shows us this with his use of ‘brethren,’ which means brother , in this verse. Paul uses brethren to signify that the people he was writing to in Rome were his brothers. These people were not physically his brothers, but they were saved so they were Paul’s brothers in Christ. The second qualification that Paul indicates in Romans 15:14 as a must for individuals to have is ‘full of goodness.’ Writers in the New Testament use three different Greek words for goodness. The word that Paul uses is this verse means moral goodness, upright, or virtuous. An individual, in order to be ‘full of goodness,’ needs to grow in Christ and learn to be morally upright. These people are not satisfied with the way that their life is, they have not reached perfection in their life so they must continue growing and learning. In this paper, we will highlight the lasting theological impact of the Twelve Apostles, why they were chosen and the symbiotic relationship between them and Jesus. Before one can understand the everlasting impact of the Twelve Apostles, author Bernard Ruffin states that, “it is important to distinguish between the terms “the Twelve,” “the apostles,” and “the disciples.” They are not interchangeable. “Disciple” is the broadest term, referring to all those who followed Jesus and studied under Him. The Twelve and all other apostles were disciples, but not all disciples were apostles, and not all apostles were members of “the Twelve” (Ruffin 11).
