CHAPTER - 1 INTRODUCTION
The implementation of schemes for the welfare of women, children and aged is done by the Social Welfare and Nutritious Meal Programme Department through the Directorates of Social Welfare, Social Defence and the Integrated Child Development Services Scheme. This Department also functions as a nodal agency for various Social Security Programmes implemented through the Revenue Department.
2.The Directorate of Social Welfare implements a number of programmes for the welfare of women including the Marriage Assistance Schemes. The Directorate also runs Service Homes where the destitute and deserted women can stay with security and at the same time, pursue education and vocational training. Working Women‟s Hostels where women can stay at affordable rates are also run by the Directorate of Social Welfare. Training and self-employment of women are thrust areas and the large number of Women Co-operative Societies run by the Directorate provide avenues for women to be self-reliant. The welfare of the vulnerable group of transgenders and programmes specially designed for them are also under the purview of the Directorate of Social Welfare. 3. Two flagship schemes of the Social Welfare and Nutritious Meal Programme Department relate to nutrition security for children. Puratchi Thalaivar MGR Nutritious Meal Programme provides hot cooked meal to 54.80 lakh school children from Standard I to X. The Integrated Child Development Services Scheme which is implemented by the Commissioner of Integrated Child Development Services Scheme, is a comprehensive package for children of the age group 0-6 years including supplementary nutrition, hot

cooked meal, health care and pre-school education. Pregnant and lactating mothers are also provided with supplementary nutrition besides health education and awareness. The scheme has also brought into its fold adolescent girls to look after their nutrition, health and training needs. 4. The Directorate of Social Defence is implementing many schemes, particularly focusing on children in need of care and protection and children in conflict with law. The Directorate also implements schemes for women in moral danger. 5. The Social Welfare and Nutritious Meal Programme Department implements and monitors several social legislations for the care, welfare and protection of children, women and senior citizens. These include, the Dowry Prohibition Act, 1961, Protection of Women from Domestic Violence Act, 2005, Immoral Traffic (Prevention) Act, 1956, Juvenile Justice (Care and Protection of Children) Act, 2000, Prohibition of Child Marriage Act, 2006 and Maintenance and Welfare of Parents and Senior Citizens Act, 2007.

To help the poor widows who face financial hardship in conducting their daughter‟s marriage by providing assistance for the marriage of their daughters. PROTECTION OF WOMEN FROM DOMESTIC VIOLENCE ACT, 2005
Name of the Act Objective of the Act The Protection of Women from Domestic Violence Act, 2005. It is aimed at stopping violence in families in order to provide a peaceful and secure physical and mental space wherein a women would be in a position to take free and informed decisions. 3.2. GIRL CHILD PROTECTION SCHEME *
1. Name of the Scheme Girl Child Protection Scheme. Scheme- I for one Girl Child Scheme- II for two Girl Children Promoting education of girl children, eradicating female infanticide, discouraging the preference for male child, promoting the small family norm, promoting the welfare of girl children in poor families and to raise the status of girl children. Under Scheme-I : Rs.22,200/-* Fixed Deposit in the name of girl child for the family which has only one girl child Under Scheme-II Fixed Deposit for Rs.15,200/- * for each girl child where the family has two girl children only Interest amount shall be given annually to the girl child from the sixth year of the deposit and upto 20th year of deposit for her educational purpose. Girl children in poor families On completion of 20 years of deposit, the balance accrued interest with the deposit amount will be paid Family income should be below Rs.50,000/- per annum for Scheme – I and below Rs.24,000/per annum for Scheme – II. Either of the parents should have undergone sterilization within 35 years of age. Family should have only one/two female children and no male child. In future, no male child should be adopted. GRANTS-IN-AID TO THE INSTITUTIONS UNDER THE SCHEME FOR WELFARE OF CHILDREN IN NEED OF CARE AND PROTECTION 1 Name of the Scheme Non- Governmental Organizations Partnership for the Welfare of Children To rehabilitate the destitute children to live as normal citizens. Food, accommodation and education 1) Age of the Destitute Children should be between 5 - 18 years. 2) The annual income of the parent/ guardian should not exceed Rs.24,000/- per annum. 3) Children who do not have either parents or relatives. 4) Children of single parent families deprived of adequate family care due to death, desertion, prolonged illness and imprisonment of one of the parents. 5) Orphan children who do not have a permanent place to live in or destitute children There are 172 Destitute Homes in Tamil Nadu benefiting 13,530 Children. State Government provides Rs.450/- per child per month as grant towards feeding charges. 3.6. THE PROHIBITION OF CHILD MARRIAGE ACT, 2006
1. Objective of the Act Preventing marriage of girls who have not completed 18 years of age and boys who have not completed 21 years of age. To ensure protection for the children who are the victims of such marriages and to prosecute the offenders. Child marriages can be annulled and voidable Provides maintenance and residence for the girl child who is the victim of child marriage Act gives a legal status to all children born from child marriages and makes provisions for their custody and maintenance Provides for all support and aid including medical aid, legal aid counselling and rehabilitation support to children once they are rescued 3. Punishment prescribed under the Act Whoever performs, conducts, directs or abets any child marriage will be punished with an imprisonment which may extend to two years and fine which may extend to one lakh rupees unless he proves that he had reasons to believe that the marriage was not a child marriage. Law provides punishment to parent or guardian who fails to prevent and who ever attends or participates in a child marriage, with an imprisonment which may extend to two years and fine which may extend to one lakh rupees. Any male adult above 18 years of age who marries a female child below 18 years of age will be punished with an imprisonment which may extend to two years or fine which may extend to one lakh rupees or with both. An offence punishable under this act shall be cognizable and non bailable

Child Marriage Prohibition Officers
No woman shall be punished with imprisonment but they can be penalized with fine District Social Welfare Officers of the concerned district has been appointed as District Child Marriage Prohibition Officers Under the chairmanship of panchayat president a six member core committee in each panchayat has been constituted to assist Child Marriage Prohibition Officers. 1. I. INTEGRATED CHILD DEVELOPMENT SERVICES SCHEME In Tamil Nadu, Integrated Child Development Services Scheme is implemented through 49,499 Child Centres (Anganwadi Centres) and 4,940 Mini centres, totalling 54,439 centres functioning under 434 ICDS Projects. Out of 434 Projects, 47 Projects are in urban areas, 385 Projects are in rural areas and 2 Projects are in tribal areas. II. The objective of the Integrated Child Development Services Scheme are : 1. To improve the nutritional and health status of children in the age-group 0-72 months 2. To lay the foundation for proper psychological, physical and social development of the child 3. To reduce the incidence of mortality, morbidity and malnutrition 4. To enhance the capability of the mother to look after the normal health and nutritional needs of the child through proper nutrition and health education 5. To make Tamil Nadu a “Malnutrition Free State“ and to provide a whole life cycle, nutrition security programme for those below poverty line, with special focus on nutrition for pregnant women and lactating mothers, infants, children, adolescent girls and the aged

1) Rajiv Gandhi Scheme for Empowerment of Adolescent Girls (SABLA)
This is a Centrally Sponsored Scheme for the holistic development of Adolescent Girls implemented in 9 districts viz: Chennai, Cuddalore, Coimbatore, Kanniyakumari, Madurai, Ramanathapuram, Salem, Tiruchirappalli and Tiruvannamalai . (i) AIM : To bring about holistic development among Adolescent Girls and to mainstream out of school Adolescent Girls into formal/ non formal
education.There are two components i.e Nutrition component and NonNutrition component. (ii) Nutrition Component : Supplementary Nutrition in the form of Weaning Food is given to eligible adolescent girls as take home ration for 300 days in a year. Vocational Training To bring about socio-economic enhancement of adolescent girls vocational training is imparted to adolescent girls in the age group of 16-18 years in trades like Computer Training, Tailoring Handicrafts etc. d) Life Skill Education Adolescent Girls are imparted with training on life skill education which includes
confidence building, developing self awareness and self esteem, decision making ability capacity building for critical thinking, better communication skill, coping with stress and functional literacy etc. 2. Kishori Sakthi Yojana This is a Centrally Sponsored Scheme implemented in 295 blocks of 23 districts. This scheme is exclusively for the benefit of adolescent girls to create awareness about their legal rights, to improve literacy, health, hygiene aspects and provide occupational skills to shape them into better citizens.

Awareness camps on Nutrition, Health, legal rights, home management and child care are conducted for school going and school dropout adolescent girls in the age group of 11 to 15 years. Vocational training in trades such as computer education, catering services, tailoring, Lab technician, nursing assistant, soft toy making & handicrafts and fashion designing etc., is imparted through reputed institutions to adolescent girls in the age group of 16 to 18 years. VII. Services rendered by ICDS to the Community To bring about positive behavioural change in health and nutritional practices among individual, family, community and thereby facilitate reduction of malnutrition among children. Improving maternal and child care practices Promoting health and Nutrition services through Information Education and
Communication Enhancing the credibility and image of child centres (Anganwadi Centres) Encouraging community participation for better access to community assets VIII. HOW TO GET THE PROJECT BENEFITS 1. No application is necessary to get the benefits of the ICDS Services. 2. No income criteria is insisted. 3. No Bar on Caste Community / Religion 4. By registering their names soon after the confirmation of their pregnancy, in the nearby Child Centre (Anganwadi centre)/Health Sub Centres /Urban Maternity Centre to get all ante-natal and post natal care.

Rs.10,000/- (Central Government Assistance) Legal heirs of the deceased bread-winner of the family Landless Agricultural Labourer‟s family Marginal farmers who possess less than 2.5 acres of irrigated land or 5 acres of un-irrigated land or a total of 5 acres of irrigated and un-irrigated land equivalent to 5 acres of un-irrigated land. If a person having irrigated and un-irrigated land, one acre of irrigated land to be taken as 2 acres of un-irrigated land. If lease cultivation, 1 acre lease land should be taken as 0.5 acre and thus total area to be arrived. Annual income not more than Rs.24,000/- from all sources. Prescribed form obtained from the Taluk Office or application in white paper duly filled in to be submitted to the Tahsildar / Special Tahsildar (Social Security Scheme). Application should be sent within 6 months from the date of death of the bread-winner of the family accompanied by the death certificate.
