The Issues with Measuring Reliability and Preparedness Many governmental and nongovernmental agencies have plans in place to handle terrorist attacks and natural disasters. However, many planners have only written these plans to meet a requirement. Many planners have not vetted their plans. As a result, their plans may not produce the desired outcomes when they are executed. Some effective methods planners can use to examine their plans are through assessing inputs and outcomes, evaluating the reliability of the system and response reliabilities. These methods can provide another way of assessing plans in order to make necessary changes to provide a more effective and efficient plan.
Inputs versus Outcomes Every plan involves inputs and outcomes. Inputs are the resources and personnel used in a plan. An example of a plan can be how a city would respond to a wildfire. A small sample of resources can be local and state firefighters, firefighting airplanes and helicopters, and vehicles and shelters for evacuation efforts. Federal wildfire experts, local and state law enforcement leaders, and city and state emergency management teams are just some examples of experts needed to be brought in to help execute the plan. Plans exist at every level, from city to federal on how to handle natural disasters and terrorist acts. These plans usually include a checklist of inputs to ensure effectiveness and efficiency. The capabilities and limitations of the resources are just as important as the resource itself. The checklists need to include ancillary materials required for the resources, such as a list of local schools that are planned for housing evacuated citizens. It is also difficult to have a checklist for the experts needed.

In Germany, measuring satisfaction has been required since 2005 as an element of quality management reports. Since 2002, the Department of Health (DOH) has launched a national survey program in which all NHS trusts have to survey patient satisfaction on an annual basis and report the results to their regulators. Therefore, measurement of patient satisfaction is a legitimate indicator for improving the services and strategic goals for all healthcare organizations. ...Outline & evaluate the biological explanation of phobic disorders: The biological explanation for the acquisition of phobic disorders establishes that phobias are caused by genetics, innate influences and the principles of biochemistry. This theory recognises that an oversensitive fear response may be inherited, causing abnormal levels of anxiety. This is illustrated in the basis of inheritance, particularly the adrenergic theory that convicts that those who have an acquisition to phobic disorders consequently show high levels of arousal in the automatic nervous system, which leads to increased amounts of adrenaline, thus causing high levels of anxiety. However this theory lacks evidence of cause and effect, causing it to be difficult to determine whether the levels of arousal lead to the anxiety or whether it is actually the developed anxiety, which leads to this arousal. This issue was present in Lader and St Matthews study which found that individuals who develop social phobia or panic disorders with agoraphobia have high levels of arousal. This causes a lack of validity to become apparent as there is an unawareness of what is being measured, as there is not a clear distinction between what aroused first, the reaction in the brain or the phobic disorder as it is not convicted whether the high arousal levels are the cause or in fact the consequence of the phobia.
