INVESTIGATION:

On 11-11-2017, at approximately 0730 hours, I was notified by Det. Carter of a traffic fatality on Black Dairy Road near Russell Drive. I responded and arrived at the scene at approximately 0829 hours. Upon arrival, I met with Det. Carter, Det. Pecora and Deputy J. Winters #246608. Det. Carter was assigned with forensically mapping the scene and Det. Pecora took digital photographs of the scene. Deputy Winters completed the Department of Highway Safety and Motor Vehicle Traffic Crash Report (87371768).

After reviewing the scene, I conducted a sworn interview with Michael Anderson. (See interview)

At approximately 1102 hours, I received a phone call from Carlotta Noland, advising me that her father was at his home on Black Dairy Road and was scared and wanted to talk to her.
At approximately 1203 hours, Carlotta Noland called back and related she had spoken to her father again, Henry Earl Riner) and he confessed to being involved in the crash and said he wanted to kill himself. Noland related he told her he had no weapons but had rope and was in his garage.

Cpl. Graves and Deputy Krause were already at the residence of Henry Earl Riner and had been attempting to make contact with him. After the death threat related to me by Carlotta Noland, entrance was made onto the property for a well being check on Henry Earl Riner. They located Rine inside of his garage and placed into protective custody for the threat of suicide. (See supplements)

After completing the search warrants for both the 1966 Chevrolet pickup truck and the residence at 6325 Black Dairy Road, they were approved by ASA Gale and signed by the Honorable Judge Neilson.

I responded to 6325 Black Dairy Road and met with Cpl. Graves and Crime Scene Investigator J. Becker. The search warrant was served on the residence and a copy of the search warrant was left inside the garage. There were several orange paint chips, appearing to match the orange paint found at the scene of the crash and the orange paint on the 1966 Chevrolet pickup truck, located on the driveway. Inside the garage, there were rags with black paint on them located in a bucket on the garage floor. CSI Becker took photographs of the residence and of the items recovered. (See supplement)

On 11-21-2017, with the assistance of CSI Wagner, I served the search warrant on the 1966 Chevrolet pickup truck, which was located in the Crime Scene Section of HCSO. (See search warrant return for items recovered). The truck was then placed into the HCSO Evidence
