For next Thursday, October 2, 2014, start of class, a report on the e-bidding sites in Canada. This should require only about 2 pages.

There are five major e-bidding sites in Canada:
Buyandsell – federal government only www.buyandsell.gc.ca
MERX – National www.merx.com
Biddingo – National www.biddingo.com
Bids Canada – National www.bidscanada.com
SEAO – Quebec www.seao.ca

Review these five major bid sites.
What are the differences between the sites?
The differences between the sites are:
1. Each site has a different area that it specializes in
2. Each site has specific users that it is intended for
3. Each site has a different layout
4. Each site has a certain method of how to get started with the bidding
5. Each site has a great feature as to why the site should be used

What are the similarities?
1. Each site has terms and conditions and privacy policies
2. Each site allows users to search for bids that deal with many different types of goods
3. Each site offers the ability to register and/or subscribe
4. Each site has opportunities for goods, services, and construction
5. Each site has an FAQ section, technical support and assistance, and a contact information section
What did you find most useful from a bidders viewpoint or a contracting officers viewpoint? On which site(s)?
- easy to navigate (all sites)
- buyandsell.ca has a quick search opportunity by allowing users to click on visually appealing icons with a brief description on the main page (ex: new today, amended today, active, goods, services, closing in 24hours, expired, awards, services related to goods, and construction)
- easy to get started if you are a first time visitor to the sites. All sites have a “get started” or “new to this site” section which takes you through an easy application and shows you what is required to be filled out. (ex: buyandsell.ca has a link for business where companies can learn how to search for Government of Canada tenders and receive amendments on the ‘Get Started’ page.)
- each site has a “news of the day” or “highlight” section that show interesting bids, ideas, etc.

If any, what recommendations would you make for improvements? Which site(s)?
I would recommend the following improvements: biddingo.com and bidscanada.com, it would be helpful if they added a tutorial. I noticed that merx.com has it and I found it to be helpful and easy to understand how the process works on their website. bidscanada.com can add some more information about their company. There is not much information about them. seao.ca, can add more content to their site, a business and government procurement sections would be helpful. All of the other sites have them.

Currently the method used to share files with other offices is via email. This results in multiple copies of the same document residing on various computers at multiple office locations. The duplicate versions are not updated when the original document is modified which leads to different versions of the same document being used. Some business decisions are being made using information from the outdated documents. For example, a document containing airline ticket pricing may be used when creating price quotes for customer travel, but the price for airline tickets fluctuates regularly. If these inaccurate prices were used in a quote, the company has the potential to lose money on the transaction and may be obligated to fulfil the terms of the quote even though it was based on incorrect information.
