I have lived inside the New Kensington-Arnold district my whole life and have been a student at the Valley Junior/Senior High School my entire senior year. Reading over the school policies, one stuck out specifically: NKASD Board Policy 221: Dress and Grooming, which was adopted by the Board in 2007. According to this policy:

4. Coats and jackets (outwear) are not to be worn in the building.
8. Tube-tops, halter-tops, spaghetti straps, backless tops, one-shoulder tops, tank tops, strapless tops, and off the shoulder tops are not allowed.
10. Bare midriffs are not allowed. Skirts or tops must cover the waistband of pants, shorts or skirts. According to me and several other students, these specific requirements are unnecessary and don’t improve
