BASIC OBJECTIVE OF THE ON-THE JOB TRAINING PROGRAM

1. To provide the OJT students the opportunity to integrate theory and practice in his/her professional education, to encourage the exchange of contemporary thinking between the apprenticeship and the agency and the Agency Personnel.

2. To provide students the opportunity to promote and broaden his/her philosophy and understanding of the chosen profession.

3. To enable the OJT students to obtain information which can be used as basis for making choices in relation to future careers, areas of specialization, and or further study.

4. To enable to student-trainee, to realize his/her own strength and weaknesses.

5. To provide students an opportunity to gain experience, supervisory, and administrative function.

6. To help students to gain an understanding and appreciation of the role, duties and responsibilities of a full time professional.

7. To develop the students technical skills in various program areas, to increase his/her knowledge of the professional in organization, and administration.

8. To provide student-trainee with experiences that will enable him/her to develop sound human relation.

Corporate Vision: The National Food Authority shall at the forefront of the country’s rice and corn marketing, with the extensive and efficient post-harvest and marketing network manned by a competent and upright corps of professionals cohesively working as a team to ensure the country’s security and stability in the supply and prices of its staple cereals.

Corporate Mission The national food authority commits to promote and propel the integrated and balanced growth and development of the grains marketing industry towards greater efficiency and global competitiveness so that stakeholders can responsively contribute their share in securing and stabilizing the country’s staple cereal supply and prices.

Corporate Objectives: To ensure available adequate and accessible supply and price of staple cereal during lean periods and in times of calamity or emergency. To stabilize farm-gate and consumer prices of staple cereals at levels that provide not only reasonable returns on investment to farmers but also reasonable prices for consumers. To promote rice and corn marketing efficiencies through stakeholders awareness of the access to updated and upgraded grains post harvest and marketing technology and services. To provide leadership and direction in the development of grains post-harvest and marketing infrastructures and facilities. To promote development regulation aimed at enhancing competitiveness, transparency and responsibility in the grains marketing industry.

Corporate Mandates A. FOOD SECURITY is staple cereals in times and places of calamity emergency, both natural or man made.
Respond within 48 hours to staple cereal requirements in calamity emergency stricken areas. Restore or maintain within 2 weeks staple cereal supply and prices levels immediately prior to a calamity or emergency. B.STABILIZATION of supply and prices of staple cereals both at the farm-gate and consumer levels. Ensuring farm-gate price levels that enable farmers to derive reasonable returns on then production investment. Ensuring retail prices that are at reasonable levels for consumers.

National Food Authority (NFA) Provincial Office
Corporate History The National Grains Authority was created through Presidential Decree No.4 dated September 26, 1972 to promote the integrated growth and development of the grains industry covering rice, corn, feed grains and other grains like sorghum, mongo, and peanut. NGA was then transformed into the National Food Authority through Presidential Decree No 1770 dated January 14, 1981 empowering it with a wider commodity coverage to include in addition to grains, other food items like or fresh and manufactured processed or packaged food products. Executive order 1028 dated May 31, 1985 provided for the deregulation of the production and trading of food products undertaken by all government agencies, including NFA. This resulted in the termination of NFA’s non-grains trading activities and the privatization of feed grains importation, among others.
Executive Order No.116 dated June 20, 1987 detached NFA from the Office of the President and realigned under the Department of Agriculture to respond to policy changes with emphasis or private sector participation towards strengthening of a more free, market-oriented enterprise economy and trend towards liberalization, privatization and deregulation.
Republic Act No.8178 known as the Agricultural Ratification Act was enacted into law on March 27, 1996, lifting Quantitative Import restrictions on corn and reiterating NFA’s exclusive authority to import rice while restoring its prerogative to allocate import quotas of rice to local importers in cases of production shortfalls. Executive Order No. 2 Dated July 13, 1998 transferred the National Food Authority from the Department of Agriculture to the Office of the President. Executive Order No. 22 dated September 9, 1998 authorized the National Food Authority to intervene in the stabilization of the price and supply of basic food items.

B. Profiles of the Company
National Food Authority was created as part of a program to improve food safety in Albania. NFA, as an institution subordinated to the Minister of Agriculture, Food and Consumer Protection, provides a high level of protection of citizens and seeks to recover confidence, but also to ensure that in food products for our country. Precisely for this reason, very important part of the NFA is its governing board, and the scientific panel. They are carrying out scientific risk assessment of food products.

C. Function of the Company

The agency shall uphold at all times the integrity of its service and stocks.
The agency shall pursue a rationalized development and optimized utilization of its post-harvest and marketing infrastructures and facilities.
The agency shall adhere to the tenet of administrative and operational synergy, efficiency and responsiveness.

D. Programs & Initiatives
CORPORATE POLICY DIRECTIONS
NFA’s corporate strategies shall be pursued within the following medium term policy framework. A) On Market Intervention

NFA shall continue to intervene in the cereal market. The type, timing and intensity of market intervention strategy/ies adopted will depend on the dictates of the Domestic and/or global market, especially supply and price behaviors.

The aggregate result of market intervention strategies applied shall be the efficient management of marketing a critical grains mass necessary to achieve a stabilizing effect on domestic grains supply and prices from the farm-gate and retail levels.

B.) On Buffer Stocking

NFA shall be the custodian of a government Rice Buffer Stock for Food Security and stabilization purposes.

The rice Buffer Stock shall be buit up[ through domestic procurement and or important, when warranted.

For food security purposes, a Strategic Rice Reserve equivalent to a minimum of 15 days national rice consumption must be maintained at any given time of the year for distribution. In times of calamity and emergency. Such stocks shall be strategically positioned in government warehouse nationwide.

For stabilization purposes, the government and designated cooperatives must have a rice inventory equivalent to a minimum of 30 days national consumption on July 1 of every year.

E. Expected Benefits
The National Food Authority’s various advocacy campaigns to promote the consumption of iron-fortified rice or I-Rice particularly in regions 5, 6 and 9 have heightened consumer’s acceptance and patronage.

The NFA intensified the advocacy on iron-fortified rice following last year’s seminar-workshop on rice fortification sponsored and funded by the United Nations Children’s Fund (UNICEF). The seminar-workshop was participated in by the NFA’s field executives and staff.

In a report to National Food Authority administrator Angelito T. Banayo, the Technical Working Group on Rice Fortification Program noted a marked increase in the sale of I-Rice in the three regions.

From 45,583 bags in September, IFR sales in region 5 jumped to 94,714 bags by December. In regions 6 and 9, from 4,278 and 5,838 bags each in September, the sales increased to 18,015 and 19,309 bags each, respectively, by the end of last year.

Regions 5, 6 and 9 reportedly have a high malnutrition index making them priority areas in the implementation of the rice fortification program.

During the conference, the participants came up with several advocacy campaigns and activities aimed at increasing consumers’ awareness on the nutrition and health benefits of IFR.

The participants proposed several resolutions for Sangguniang Bayan supporting the rice fortification program, pursuant to Republic Act 8976 or the Philippine Food Fortification Law.

The NFA has also forged an agreement with private and other government agencies to use I-Rice in their feeding activities. Several school canteens committed to serve I-Rice while some parent-teacher associations signified interest to become distributor or accredited outlet for iron-fortified rice.

The rice fortification program is seen as a solution to lower the prevalence of iron deficiency anemia in the country.

The program is focused on sectors susceptible to iron deficiency anemia such as pregnant woman, nursing mothers, and young children.

A 2008 National Nutrition Council survey showed that 19.5 percent of Filipinos, from six months old to over 60 years old, are suffering from anemia.

The same survey showed that the prevalence of anemia was highest among the infants - six months to less than a year old - at 55.7 percent followed by pregnant women at 42.5 percent.

While the percentage of anemia prevalence significantly dropped from a high of 30.6 percent based in the 1998 NNC survey, the government wants to further reduce it to 15.3 percent by the year 2015.

The nutrition survey is being conducted every five years. Previous surveys were made in 1993, 1998, 2003 and 2008.

The Health and Agriculture departments jointly implement the program through the National Nutrition Council and the National Food Authority, respectively.

The implementation of I-Rice program is in compliance with Republic Act (RA) 8976 that calls for the mandatory fortification of staples such as rice, flour, cooking oil and refined sugar.

The NFA will continuously implement the program and is looking into the possibility of selling only iron-fortified rice in the market.

My On the job Training is now already done, now I want to share my experience about my OJT.
Everyday I woke up early in the morning to went in my On the Job Training. First I feel bored because I need to adjust, because theirs a lot of people that I was met. At first I’m not confident, but at the second time I enjoy to joined with them because they are kind and you feel that you are part of them. I experienced the easy but a hard job. It is easy to record, to compile, to organized, to retrieve, and to encode. But its hard when once you have a mistake you must know what paper or what files have a mistake. And once you find it, you must surely make it correctly. For a good performance of your job.
My next experience is for entertaining the clients and giving respect for every members of the NFA. Once you entered the office you are always give them a good respect. Sometimes you also give you’re patience for the clients you’ve met. Because, there are some clients who can’t understand the steps/procedures of the company.
In this training experience I learned to smile in a lot of people, outside and inside the company, and I know how to joined with them. At first I feel nervous but filled with joy, but at last I feel very sad because we have a limit of time to joined with them.
Lastly, this is the experienced I enjoyed most of all. Thank you for accepting me as an OJT. I never forget all the help that they give to me. And I hope that we will see each other again. I’m so glad that I met all the members of NFA NEBO.

When I was at NFA Ma’am Rebecca A. Santiago was assigned as at different department. I was assigned at Marketing Operations. First I encountered that in this company they have a low technology. They are using computer in printing, but they also using type writer much longer. Typewriter is not difficult to used, but it was the reason why the processing become slow, and is the reason why the clients are waiting too much time, instead of releasing their ordered rice.
Second problem I encountered was the receiving of files. When I received papers I will signed it to Provincial Economist Rose Esguerra and Assistant provincial Manager Genoveva V. Villar. When the two of them are absent or at leave I will signed it to Engr.Danilo Valenzuela and Administrative Officer Rebecca A. Santiago. But at the same time when they are none on their table, the processing of paper will become slow also. So I must wait for a while for the continuing of process.
I don’t have any problem for the members of NFA NEBO, I just want to say that continue their good union in their co-employees and always help each other for a better future of the company. More power and God Bless. Alice L. Cino OJT Trainee

Manhunt

...posted a manifesto on his social network page and on February 3, 2013 it all began! His first 2 victims had been shot and killed and there were more deaths to follow. Dorner was after any and all law enforcement and anyone involved with them and LAPD had no idea what else was in store. The manhunt lasted for a little over a week and authorities had no idea where he was or what his next move could have been. In both stations the information that was omitted or never spoken of in detail was how good of a person everyone knew Christopher Dorner as.
