The council started under President Truman, and the Council’s function is to advise and assist the President on national security and foreign policies. The Council is also the President’s principal arm for coordinating these policies among various government agencies. National Security is based on four basic strategies to preserve security. The defense and deterrence rank first and second, followed by détente diplomacy and disarmament. These four strategies are used whether in combination or alone. Technology has always influenced their strategy. When technology changes, what the country does to protect themselves changes too. This will entail what the U.S. goals are and what we stand for. A special team in NSA soon discovered that he might have the videotape, and then the team raided his house and planted surveillance devices in order to find the videotape. His every movement was tracked and every word was tapped, which destroyed Robert’s life: he was fired from his work, his bank accounts were frozen, his wife threw him out of home since photos about his meeting former girlfriend were sent to his wife. After stumbling around for a bit trying to figure out what's happening to him, Robert turned to Brill for help, who turns out be an ex-NSA agent and who was responsible for inventing some of the surveillance devices. Together, they fought the NSA using the same techniques used against them, and finally Robert got rid of all his accusation and went back to his peaceful life again. It was created in 2006 through Congressional authorization especially for the Department of Defense (DoD). Implementation of the system began in 2006 as a replacement for the General Schedule grade and step (GS) system used by the rest of the federal government. NSPS’s policies differ concerning hiring, reassignment, pay, promotion, tenure and recognition. Under the GS system, there are automatic pay increases which do not exist under NSPS. On October 29, 2009, President Obama signed legislation that repealed NSPS and restored DoD employees to the GS pay system. Full implementation of the switch back to the GS system is to occur no later than January 1, 2012. This research proposal proposes that NSPS did not succeed because of poor consideration for review boards, self evaluation, and allowances of discrimination through intention – speculatively – and more importantly unintentionally. Under the Tenth Amendment to the U.S. Constitution, all powers not granted to the federal government are reserved for the states and the people. The U.S. Constitution mandates that all states uphold a "republican form" of government, although the three-branch structure is not required. ...National Security Terrorism can be looked at from many different points of view. The definition of terrorism is the use of violence and intimidation in the pursuit of political aims. That doesn’t put a target on foreign countries alone. Terrorism can happen between Americans as well. Though the most fatal attacks such as 9/11, Pearl Harbor, and Boston Marathon Bombings were done by groups such as the al-Qaeda, Imperial Japanese Navy and as little as two foreign Soviet brothers who immigrated, became citizens, then attacked. Many things can be done to protect Americans at home. Records could be kept of every action someone makes. Surveillance of the internet sites accessed, text messages and phone calls made, and financial transactions. Being able to access and monitor these records will allow National Security to prevent attacks before they happen. A system could be made where they don’t monitor 24/7 but there would be red zones or red flags, which would alert National Security to investigate or watch over whatever is happening.
