1775, with the creation of the newly formed Continental Army begins the history of the Noncommissioned Officer. A history that is full of discipline, gallantry, honor, selfless service, and heroism.
Post-Revolutionary War, the duties and responsibilities of a noncommissioned officer had very little standardization which was soon to change. In 1778, during the winter at Valley Forge standardization was about to be met with the publication of Inspector General Friedrich Von Steuben’s Regulations for the Order and Discipline of the Troops of the United States (printed 1779). Referred to as the Blue Book, it outlined the duties and responsibilities of noncommissioned officers

The instructions for noncommissioned officers in Von Steuben’s regulation was four pages but had grown in 1909 to four hundred-seventeen pages when the Noncommissioned Officers Manuel. Although this was an unofficial doctrine it was widely used and further described the roles of First Sergeants and Sergeant Majors. It had common forms and detailed what should and shouldn’t be done as well as customs of the service.
With the publication of Captain Moss’s Noncommissioned Officer Manual, the basic duties and responsibilities were greater refined. This manual gave further insight as to what the responsibilities were for the company First Sergeant and the Sergeant Major. This unofficial publication was widely spread and referenced into what was expected of the non-commissioned officers in the company and battalion levels. In particular it outlined characteristics of leaders.
The Noncommissioned Officer Manual defines a leader characteristic as having a strong sense of duty, efficient, intelligent and is soldierly. In today’s Army we have similar expectations in a leader’s …show more content…
Integrity is a key mark as a leader’s character.” (ADP 6-22 para. 26) To have integrity means that you do what is right morally and legally, regardless of the situation. You cannot maintain a successful organization without leaders that display integrity. Without it you have no accountability, no assurance that the obligations are being met. The only guarantee you have in an organization that lacks integrity is chaos.
Army leadership also requires that “leaders” display the highest levels of discipline. “The preservation of order, prevention of all kinds of offenses and the faithful of every kind of duty without delay or interruption.” (Kautz’s Customs of the Service)
Since the formation of the Continental Army, soldiers, non-commissioned officers and commissioned officers have operated under a set of values. Today we refer to these values as the “Army Values”. They serve as a base line for all members of the army to build their character from. The army currently has seven values which are: Leadership, Duty, Respect, Selfless Service, Honor, Integrity, and Personal Courage.
