Purpose and Background The NOVA Award was created by the Construction Innovation Forum in 1989 to recognize and encourage advancement and improvement in all areas of the construction industry. The Construction Innovation Forum, founded in 1987 is an international, non-profit organization formed to recognize innovations in the industry that improve quality, efficiency and most importantly, cost. It defines innovation as having a positive, important effective on construction or service, improving quality and reducing time or cost. Innovation is not limited to any one area it includes design, fabrication, building, detailing, rehabilitation, contract administration, labor relations, management, training, procurement, maintenance, equipment, materials, concepts or methods (Learn More About CIF). The founding chairman, Dr. Robert I. Carr has a degree in Architectural Engineering and Civil Engineering and is a life member of the American Society of Civil Engineers. With this background he implemented both the NOVA Award and the Construction Innovation Forum as a response to the Construction Industry Cost Effectiveness survey conducted in the early 1980's by Business Roundtable. The survey determined that the construction industry was lacking in the areas of productivity, skilled workers, managing increasing cost, fragmentation and the area of research and development (Robert I. Carr). In 1985, Steve Allen of the Dept. of Economics and Business for North Carolina State University wrote a paper on the reasons for the decline in productivity in construction. He states that largest factor in the decline was the reduction in skilled labor (Steven G. Allen, 1985). Combining this with very little research and development posed a major problem for the construction industry. Six out of seven days were spent toiling for long hours, putting oneself into extremely dangerous situations, doing the same repetitive tasks year in and year out. This is exactly what life was like for Nova Scotian fisherman, David Jung. Jung is the protagonist in the novel, Rockbound by Frank Parker Day, a story of the small, desolate island Rockbound on the south shore of Nova Scotia in the early 1900’s. The book’s plot is set around the timeline of David Jung’s life. It tells his life story from when he was a young orphan at thirteen to when he is happily married living on his own island.
