Officer M Northup #1304
Officer Northup was interviewed in the OPSA office on December 1st 2015. The interview was recorded and is included on CD format with this investigation. The following is a summary of that interview.

Officer Northup stated that he knew that the Ace of Spades club did not have a liquor permit but was using the permit from Joe Salem. Officer Northup started texting Mr. Tucker in order to inquire about the status of the secondary employment. Mr. Tucker told him that Joe Salem pulled the permit from him and Mr. Tucker was getting a new one within the week. Officer Northup said that on August 7th there was a fire inspection at the Ace of Spades and that he went there to talk to Wes Tucker about it. Tucker. He received, as well as the other officers that were working the extra job, $20 or $30 extra dollars. Officer Northup said he never negotiated or asked for extra money. They got extra because it was a busy night and they worked extra hard to clear the patrons at the end of the night. Officer Northup said he never went to get the pay but another officer would get the pay and distribute it amongst the officers that worked. Officer Northup said he was not aware of the secondary police employment procedure and that he was not allowed to take money that was higher than the rate established by the labor agreement unless he had permission from the Chief of Police. Officer Northup said he assumed the extra money was either because Mr. Tucker rounded up when he paid them or because they worked over. Officer Northup said he only works at the Ace of Spades once every couple of months and has worked there for over two years. Officer Northup said he had not worked the extra since the Chief’s order came out that stated no one could work
