Differences between IFRS and GAAP arise when distinguishing unrecognized past service cost. IFRS and GAAP also have their similarities. While I was in the healthcare field, there was a movement on pay for performance nationwide being implemented. The idea is to give better overall healthcare outcomes, while obtaining financial incentives. The way it is measured is through documentation in medical records, it is critical to have everything documented. I have mixed feeling about this because it would take at times, longer to document, while the patient did not get, as much time with the physician, in addition, just because the medical provider tries to get patients to change their behavior does not mean they actually will. For instance, when I was an office manager for a wound care clinic, many of our patients were their due to uncontrolled diabetes. We had to counsel patients to stop smoking, making healthier decisions and see a registered dietitian. I would estimate that less than 10 percent of our patients in a year actually made changes to a healthier life style. By 2002 it was gone forever. Its stock price rose to $90/share in August of 2000 before bottoming out at $0.40/share when they filed for bankruptcy on Dec. 2nd 2001. It only took 16 years for one of the largest Fortune 500 companies to completely dissolve, taking employee jobs, pensions, Arthur Andersen, and the American public’s faith with it. Enron and its young McKinsey consultant created the energy derivative and used it to form the new natural gas division that dominated the market. However, the use of mark-to-market accounting and the creation of Special Purpose Entities (SPEs) led to overstated profits and inaccurate balance sheets. By the fall of 2001 nobody could find out how Enron was making its money. A disclosure on the October financial statements for a $1.2 billon dollar reversal caught the Security and Exchange Commission’s (SEC) attention. They launched an investigation and in less than two months Enron filed for bankruptcy protection. A large part of the scandal also focused around Arthur Andersen, at the time of the of the Big Five accounting firms, because of its qualified auditing opinions of Enron. At 1000 hrs it was reported that there was a major electrical failure affected the greater part of Eurotown. No initial assumptions were made but the respective service agencies were contacted. At 1200 hrs the situation deteriorated with a serious fires starting in a factory units in Bromley Hill. A Major Incident was declared at 1205 hrs and the ‘Eurotown Emergency Plan’ was activated in accordance with the Civil Contingencies Act 2004. The following actions were undertaken: * Traffic Management plan implemented. * Emergency media plan implemented (and throughout all stages of the incident). * Multi-agency action plan implemented (mutual aid response). * Communication and co-ordination with ‘Tactical Coordination Group. * Impact of power outages on critical infrastructure. * Vulnerable groups such as schools and care homes were contacted. At 1330 hrs the fire had spread to adjacent properties which housed an LPG storage tank and 10 tonnes of chlorine. The risk of explosion and the release of a toxic plume were considered severe and priority was given to evacuating residential and business properties within 500 metres of the site around the LPG storage facility and evacuation of the personnel calculated to be effected by the plume.
