...bill and an omnibus bill To answer the question what is the difference between a bill and an omnibus bill we need to start with what is a bill. As stated in many the schoolhouse rocks video a bill is an idea for a new law that a congress man sponsors to become a law. A bill for the most part deals with a specific item or problem. Once a bill in introduced in congress it goes to a committee. In committee the bill is debated. In committee amendments can be added to a bill and the language in the bill can be changed. If the committee votes to approve the bill it will go to the full House to be voted on. If approved it moves to the Senate and the process starts again at the committee. If the Senate passes it the bill goes to the president to be signed to become a law. Now let’s answer the question what is an omnibus bill. An omnibus bill is defined as a bill that combines amendments to several laws or measures on diverse subjects into one bill, such as reconciliation bills, combined appropriation bills, spending bills and private relief and claims bills. An omnibus bill is a bill like the federal budget or a bill that has had a separate bill added to it that may not have passed on its own. Omnibus bill have become more common in recent years. This can be a good thing. By using omnibus bill the Congress can spend less time debating budget bills by combining all of the budgets into one omnibus bill. An omnibus bill can also be a bad thing. In recent years the omnibus bill has...

...The major difference between a regular bill and an Omnibus bill is that a regular bill normally deals with only a single item or subject matter, where as an Omnibus bill lumps together numerous and most of the time completely different items. Regular processed bills run a gambit of committees and strict examination from the members of congress, Omnibus bills are normally too large to allow close scrutiny and are often time sensitive so that their passing is critical to stave off a deadline. The most notable Omnibus bills are annual budget funding bills the last of these being the budget of 2009 that had a mere 410 billion dollar price tag. Of which 1.7 million was for honey bee laboratory in Texas and 1.5 million for work on grapes and grape products. (Pear) Since then the nation has been funded by continuing resolution bills. (itkowitz) The description that an Omnibus bill is likened to a school bus, were it starts out with one passenger and gathers more and more riders as it nears the end of the run, is an easy way to describe the process, but a more suitable example may be that they are like a freight train careening out of control moving downhill, impossible to stop and with the inevitable result that it will derail and wreak, and when it does it will be a very large mess to attempt to clean up. I was very surprised to find that President Reagan presented an Omnibus during a 1988 State of the Union address, and called for and end to this type of bill. He slammed the 42...

...Strategies and applications of the dynamic cultural leadership models and the omnibus leadership model Introduction With the rapid changes in a health care system around the world, healthcare organizations need to develop strategies that will help the organization to sustain with any difficulties that may arise. Healthcare systems expand their cultural leadership strategies in order to gain a thorough understanding of situations (Johnson, 2009) that will effectively improve their operations in community. Healthcare organizations use both the dynamic culture leadership (DCL) and the omnibus leadership as a model for implementation and a strategy for their success (Johnson, 2009). This paper will compare and contrast the strategies and applications of both model in an effective healthcare facilities that is committed in improving the health of the community As traditional leadership model fails to integrate the aspects of environment, cultural distinctiveness and higher power influences, the omnibus leadership model (OLM) was created to evaluate leaders and their leadership styles (Johnson, 2009). Under the omnibus leadership model, healthcare organization mission can be clearly defined only if the healthcare organization has appropriate resources; on the other hand, under the dynamic culture leadership model, health care system need to clearly state its mission so the employees can understand and know what is expected from them in the facility in order...

... Honourable Stephen Harper, Prime Minister, and all Members of Parliament Dear Prime Minister Harper and Members of Parliament, We represent First Nations and environmental, recreation and grassroots groups supported by more than half a million Canadians. We are disappointed that, despite the opposition of millions of Canadians to the attacks on nature and democracy in omnibus bill C-‐38, the government has again chosen to rewrite some of Canada's foundational environmental protection laws by inappropriately including amendments in another massive omnibus bill, C-‐45. Again, this is a two-‐pronged attack on our democratic processes, as this bill seems designed to short-‐ circuit parliamentary discussion of major legislative changes that would significantly reduce opportunities for public consultation. Bill C-‐45 would further undermine the protection of Canadian nature by making substantial changes to the Navigable Waters Protection...

...of the Omnibus Spending Bill, S.0011. As the chair, it was my responsibility to compile all of the titles that the committee wanted to be included. After completing the VAFR section of the bill, I made sure to look it over to ensure that it was all correct. Later, when the Omnibus Bill made it to the floor I was happy to see it pass unanimously. This session I also served on the Rules committee. During my tenure the Rules committee saw two bills, S.1001, and the Omnibus Spending Bill. The first bill that the committee saw was S.1001 which was introduced by Sen. Candee. This bill was a tax reform bill which included a number of other financial appropriations for the upcoming year. Knowing that my district has long favored a lower income tax it was one of my goals to make sure that S.1001 passed because it featured a 2-3% income tax decrease depending on your bracket. I also liked S.1001 because it slightly raises the minimum wage and increases the corporate tax. Knowing that District 15 has a largely liberal community I believed that supporting this bill would benefit not only Republicans, but also Democrats who live in my district. I believe that this bill can help all members of my constituency given bipartisan compromises that were made. S.1001 also included a number of other appropriations that I made sure to review. However, they did not have a major effect on my district so I did not dispute them too much. The Rules committee also looked over the Omnibus Spending...

...The Experiential Assignments that I will discuss is the factors that make health insurance such an expensive benefit to provide, and the basic provisions of the Consolidated Omnibus Budget Reconciliation Act of 1985, known as COBRA. It will include the requirements imposed on employers and the options for employees under COBRA. I chose these two because I think they correlate to one another. Anyone seeking employment would want to know what benefits will be offered to them. It plays a large role in which jobs some applicants and employees seek out for employment. Some benefits are mandatory and some are not. Health insurance is not a mandatory benefit. Offering some type of health insurance will help an employer acquire employees to work for them. The average employee probably have dependents that rely solely on them for care, which means that the level of health insurance that they have will be a factor on the type of health care that they receive and their dependents. If you consider the amount of people that are in the work force and their dependents, that could be extremely costly to employers. There are several factors that cause health insurance to be an expensive benefit to provide to employees. Some of the factors include health care labor costs, more advanced technology, expensive test, increase in malpractice insurance, overused fee-for-service medicine, and the employee’s belief that health care is something that they are entitled to. I think the main factor that...

...Historians do not rank him as the greatest prime minister although he was in power for sixteen years. Some of his controversial decisions were the Omnibus bill and the Official Languages Act. Young Trudeau introduced the Omnibus bill in the House of Commons when he was Justice Minister; that led to massive changes in the Criminal Code of Canada. “There's no place for the state in the bedrooms of the nation” Trudeau made these comments on the CBC television in 1967. He also added “What’s done in private between adults doesn’t concern the Criminal Code”. These lines caused a tsunami over the issues of abortion, homosexuality and divorce law. These issues became headlines for the first time and forever changed the political and social scenario in Canada. The other part of this controversial bill concerned abortion laws. It made abortion legal if a woman got permission from a committee of three doctors. The Omnibus bill also allowed police to perform breathalyzer tests on suspected drunk drivers. The Official Languages Act of 1969 was another example of his controversy. Trudeau proved himself as a federalist, but on the other hand he was promoting French in Ottawa. This resulted an anti-bilingualism in Western English...

...Organized Crime Policy Analysis CJA/464 July 28, 2014 Controlling Organized Crime Paper The Economy and national security are at risk; organized crime is a major threat to the United States. According to K. M. Finklea, “the Organized Crime Council was reconvened for the first time in 15 years to address this continued threat, (2010). Over the years organized crime has changed with the internet, and the continued boarder battle, it has extended out to other countries making it almost imposable to stay on top of these major crime syndicates. A variety of threats have come from criminal organizations, such as, Russian, Asian, Balkan, and the Middle East syndicates. Law makers wonder if they have provided enough tools to law enforcement to allow them to deal with the organized crime of today’s level. Policy makers have voiced concerns over possible connections between terrorism groups and organized crime syndicates. Even though there are many differences between organized crime and terrorist groups, they both have a common goal; profit, and power. Policy makers fear that terrorist groups may potentially get funding directly from organized crime groups. Many organized crime groups that have formed an alliance with terrorist groups are usually only in business short-term, according to K. M. Finkley, (2010); however, they is still a concern. One of the most interesting characteristics of organized crime...

...Wisconsin Product Liability Laws According to Find Law, a website dedicated to helping people find lawyers, “Defective or dangerous products are the cause of thousands of injuries every year in the U.S.” (Find Law, n.d.). If people are getting injured because of defective products, there must be some kind of legislation that protects consumers. Product liability laws are laws that were created so that people who are injured from a defective product can sue to recover damages. Keep in mind that a defective product does not simply mean that the product is broken. The Business Dictionary says that a defective product is “unfit for its intended use, dangerous or harmful for normal use, does not carry adequate instructions for its use, or is inherently dangerous due to defective design, assembly, or manufacture” (Business Dictionary, n.d.). If a product is dangerous to use, why would people still use it? Sometimes the danger that lurks within a product is not visible, and unfortunately it takes someone getting hurt before anyone notices that something is wrong with it. It is these types of products that product liability laws protect us from. So then, whose laws protect us? During this class, we have learned that federal laws are the highest laws of the land. That means that if a crime is committed, state courts must follow federal laws if there is a law in place for that particular crime. What are the federal laws when it comes to product liability? There are none. Product liability...
