The purpose of the legislation was to assure so far as possible every working man and woman in the Nation safe and healthful working conditions.

3. Who does the Act cover, who is not covered, and are there special coverage provisions?
The Act covers private sector workers, local and state government workers and also the federal government workers. The Act do not cover self-employed individuals, immediate family members of covered employees and also workers employed in another federal agency.

The Occupational Safety and Health Administration became effective on April 28, 1971 which president Richard M. Nixon signed into law on December 29, 1970.
