...Part I: The Operating Budget for the City of Raleigh PAD505 April 27, 2016 Introduction The city government in Raleigh North Carolina is made up of a number of different departments. These include the Budget and Management Services, City Clerk, City Manager, Development Services, Finance, Fire, Hosing and Neighborhoods, Parks, Recreation and Cultural Resources, Public Affairs, and others that help maintain the city and surrounding areas throughout the year. With all of these departments you will see a multitude of goals and missions. However, by taking a look at the city council of the city it is clear to see that sustainability is a huge goal for the city. In December 2009 the city council reaffirmed its mission statement to include sustainability. “We are a 21st Century city of innovation focusing on environmental, cultural, and economic sustainability, we welcome growth and diversity through policies and programs that will protect, presser and enhance Raleigh’s existing neighborhoods, natural amenities, rich history, and cultural and human resources for future generations.” (Raleigh's Commitment,) The goal of the city is to be able to work with the universities, colleges, citizens and regional partners to promote emerging technologies, create new jobs and cultivate local businesses and entrepreneurs. These goals can be seen when looking at things like the large Research Triangle Park that provides numerous jobs, and learning opportunities for residents. To obtain all...

...Chinese restaurants. It was served with a spicy black bean sauce, which I found to be interesting because I never thought of that as a Japanese flavor. However, I must say I have never tasted a better flavor to go along with edamame. Also as an appetizer, I ordered the Philadelphia Cream Cheese Wonton, which was my favorite part of the meal. This dish definitely had an American feel to go along with the Asian style because of the cream cheese. They were deep-fried and served hot with a sweet duck sauce to dip them in. They were unbelievable. Next up was my entrée! I decided to order the Chicken Pad Thai, which is a traditional Thai dish. The rice noodles were stir fried with carrots and scallions in a traditional Mandarin sweet and spicy Pad Thai sauce. The sauce included a hint of Thai curry, which blended all the flavors of spicy, sweet, and peanut into a delectable dish. I have had many Pad Thai dishes before, but this one was right up there with the best of them. Being at an Asian restaurant, I decided to go away from my norm and picked the Green Tea Crème Brulee. I was very interested to see how it would come out considering Crème Brulee is a French dessert that is usually flavored with vanilla. Green Tea has Asian origins, which is why they used that flavor. The dessert was not my favorite, but I had to try what is customary to the restaurant. Overall, this meal was delicious and I plan on returning in the near...

...Graphic Design IT/236 Introduction to Web Design I May 20th 2015 Professor Frank Futyma Project Proposal: Graphic Design My website, LVsplashpads.com, will be incorporating a few different plug-ins and multimedia features. When the site is first introduced, I anticipate to only having pictures from splash pads from around the city, however, I would eventually like to have live streams available of specific splash pads if possible. I would like to set up a feature where user’s of the website may upload small video’s to the website and they can be broadcast to everyone who logs in, so they can see the conditions of a specific splash pad as well as how busy it may be on that particular day. I would like to include small videos that I will personally upload to the site, showing a brief walk through each park for all users to view when they would like. Graphics will most definitely make up a majority of my site, as it will give the user a visual of the place that they would like to visit. I will have a few scattered pictures of random splash pads incorporated on the main page, however, I will have a specific page on the site where I will put all other splash pad pictures as well as give users a chance to upload their own! I know it is out of the spectrum of things that I could include now but having a live feed on my page is something that I would like to have and having the ability to load graphics onto this live feed would be very interesting in my opinion. I believe...

...that the encryption type used was substitution. Here, ciphertext were used to replace the plaintext. As an Intelligence Personnel, I would have done couple of things differently. Even though the Choctaw Codetalkers and Enigma Encryption Device were direct results of the failure of Zimmerman Telegram, the latter was used by the United States during the same period of World War 1. It is important to note here that there was already an encryption method which must have been ignored by the Germans. The One-Time Pad was already in use before the start of World War 1. This encryption method according to Nicholas G. McDonald in his Research Review explained that the one-time pad encryption algorithm was invented in the early 1900's, and has since been proven as unbreakable. The one time algorithm is derived from a previous cipher called Vernam Cipher, named after Gilbert Vernam. The Vernam Cipher was a cipher that combined a message with a key read from a paper tape or pad. The Vernam Cipher was not unbreakable until Joseph Mauborgne recognized that if the key was completely random the cryptanalytic difficultly would be equal to attempting every possible key. Another point worthy of mention is the mistake of sending the entire message in one transaction. As an Intelligence Officer I would have broken the message in shorter telegrams. The chances of intercepting all of the messages would have been very slim. McDonald, N. 2009 Past, Present, and Future Methods of Cryptography and...

...Assignment 3 Exercise 6 PAD 505 Capital Budgeting For Professor By Landis Rush May 13, 2012 In the following paper, we are presented with two options in which to make an investment Options A and B. Options A and B is presented with the following chart data: Options A and B have two initial investments and the goal is to determine which investment is the best option. Option A’s initial investment is $2,000,000 and B is $2,500,000 with each having benefits gained throughout ten years. The first step is to determine the payback period for each option. I used the Excel formula to calculate these computations. The payback period is the amount of time for the initial investment to be paid off. For Option A, I took the initial investment minus the benefits until the number 0 is reached or the initial investment is paid off. Following the calculations on the chart it took 5.60 years to pay off the initial investment. I did the same for Option B. For Option B, it took 4.33 years to pay off B’s initial investment. The next step is to calculate the Internal Rate of Return (IRR). The IRR is a rate of return used in capital budgeting to measure and compare the profitability of investments. In Excel is calculated by =IRR ( ) by the sum of initial investment and the benefits obtained. For Option A the IRR is 18.96%, and Option B is 25.53%. The last step is to determine the Net Present worth (NPV) is defined as the difference between the present value of cash inflows and the present value...

...Running head: CRUNCHING THE NUMBERS Crunching the Numbers PAD 505 Public Budgeting and Finance Prepared by: Margaret Mack Prepared for: Dr. Angela Parham Strayer University May, 13,2012 Margaret Mack 2339 Wavetree Lane NW Acworth, Ga., 30101 May 13, 2012 There are two infrastructure projects to choose from and the city council wants to pick only one. The projects are independent so they could choose both if they like. I have done the calculations to see which is the most beneficial and would be a better decision. When making the decision we could look at the one with the lower payback but this is the least effective rule for making our decision. The Net present value (NPV) is the most effective rule for making our decision. Project A is a new housing development and project B is downtown parking facility. In addressing infrastructure projects A and B the calculations show that project A has a payback 5.21 years for year 1, 4.18 years for year 2 and 3.53 years for year 3. Project B has a payback period of 2.44 years for year 1 and a payback period of 1.17 for year two. So in order to meet our required objective of 2.75 project B is the best choice because it falls under what our projected payback period of 2.75 years. However, as previously stated this is not a reliable rule in decision making. Consequently, since project B has an internal rate of return that’s greater than our twelve percent requirement this makes it an attractive choice. Also this project...

...The Operating Budget Dr. Marion Lee PAD 505- Public Budgeting and Finance May 4, 2014 Abstract This paper will give the Operating Budget for the City Of New Orleans. It will provide the agencies mission, goals, objectives, departments and strategic plan. It will describe the budget of the agency by addressing the Financial Summary, including revenue expenditures, department budgets, funding, capital projects and debt administration. This paper will also perform a Cost Analysis which will include fixed cost, step-fixed cost, and variable cost. It will identify one to two challenges a Budget Analyst will have in managing the budget. This paper will recommend two to three strategies the agency should review regarding new initiatives and budget cuts over the next five years. Introduction With roots spanning all the way back to the 1700’s, The City of New Orleans is the Largest Metropolitan city in the State of Louisiana. It is a port city, which had a population of 343, 829 as of the 2010 U.S. Census (Bureau, 2012). The mission, goals and objectives of the city are to have more public safety, more job creation, more recreation for the youth, and to reduce blight in the city. New Orleans is still in a transition stage. Even though it has been 9 years after Hurricane Katrina, one of America’s Deadliest Hurricanes, the city is still rebuilding, still restructuring and actually still growing. Hurricane Katrina affected the city’s economic wellbeing. The city has several...

Breland Professor Stephen Kenealy PAD 505: Public Budgeting and Finance April 22, 2012 Strayer University Determine where each agency lies in the administrative structure of the federal government. Identify it as an executive department or an independent agency. U.S. Corps of Engineers: An executive department and the primary federal manager of the nation’s water resources. The Corps build and maintain much of the nation’s navigation and flood damage reduction infrastructure and regulates the issuance of Clean Water Act dredge and fill and other permits to the private sector. For over 225 years, the Corps has transformed our nation’s rivers and coasts, constructing 11,000 miles of inland waterway navigation channels, 8,500 miles of levees and seawalls, and more than 600 dams (Sanet 2009). The agency also dredges hundreds of millions of cubic yards of material each year from the nation’s rivers and harbors and when Congress added environmental protection to the Corps mission areas, it grew to include some of the nation’s most controversial restoration projects. While Corps projects produced positive economic benefits, it caused environmental harm as well example (freshwater species North America and Hurricane Katrina coastal wetlands (Sanet 2009). The Bureau of Land Management: An independent agency and a small agency with a big mission...

...PAD 505 Public Budget and Finance April 22, 2012 Dr. K In looking at the overall budget in which this current president has created for the fiscal year of 2013, I am noticing that one of the areas in which he would like to make revision to is the US Coast Guard. In the president’s budget one of his goals is to keep our military one of the finest, if not the finest in the world by investing many priorities as well as trying to make sure that he is also saving money in areas in which the United States could possible benefit from saving in. As you look at the coast guard, this is an area of the military in which has changed drastically over the years, and I say this because, at one point its main, even though it was its own branch of the armed forces, it objectives were to stand by the U.S. Navy under the Department of the Navy, However; now the US. Coast guard stands alone as one of five branches of the US Armed Forces. As one of the nation’s oldest seagoing branches, the coast guard is responsible for assisting the nation, with search and Rescue missions or (SAR), Aids to Navigation or (ATON), Port security, environmental protection situations, as well as Maritime Law Enforcement or (MLE). Under the Department of Homeland security, the president has laid out a budget in which seeks to assist this branch with replacing aging vessels that are well past their service life, and providing a much stronger platform so that these men and women who are in this branch of military...
