1 Introduction
Conflict at the sub-national level can impede development, can jeopardize human security and can greatly slow the process of peace-building and nation building. The formal end to a conflict, however, does neither guarantee an improvement to the situation nor assure a steady path towards post-conflict development and reconciliation. As such, it is becoming increasingly important to study the nature of a peace process and the actual peace accord reached. Understanding the framework of a peace accord will demonstrate both the overt and underlying concerns of all parties involved in the conflict. And, the plan of implementation will reveal the degree to which each party is serious about their commitment to a negotiated peace agreement. …show more content…
During the formation of the constitution, Sheikh Mujibur Rahman, then Prime Minister and founder of Bangladesh, emphasized the exclusive primacy of Bengali culture, heritage, language, and the sacrifices made by Bengalis in the liberation war against West Pakistan. The constitution declared Bangladesh as a unitary state and Bengali as the state language. The constitution also declared that citizens of Bangladesh were to be known as Bengalis. As such, M.N. Larma, the single representative of the CHT in the Bangladeshi Parliament, repudiated the constitution, since it did not recognize the existence of other national communities or sub-national identities. The Ministry, like the RC, however, is yet to evolve as a dynamic institution with a positive role. The Ministry was intended to act as the voice for the CHT institutions and to act as an effective body in influencing national decision-making processes regarding the CHT (Ahmed et al., 2002). To assist the Ministry, an advisory committee was established that consists of a minister in charge of the CHT; chairpersons and representatives for each of the three HDCs; and the three members of parliament that represent those districts. The signed peace accord, however, does not further elaborate on the functions of the Ministry of CHT Affairs.
