Other than that, most establishments, most notably in Baguio, are fire safety violators (Dar, 2011). These incidents bring into question the effectiveness of the actions and programs of the BFP in terms of their response to fire emergencies. Because of this, the group decided to make a study that would assess the effectiveness of the BFP's response methods, campaigns and projects, and would try to come up with proposals that would increase the effectiveness of fire management in the country.
