Their argument rested on a careful and considered analysis not only of empirical evidence about the ineffectiveness of rehabilitative treatment but also of theoretical, moral and philosophical questions about such interventions. By 1994, emerging evidence about the potential effectiveness of some intervention programmes was sufficient to lead Peter Raynor and Maurice Vanstone to suggest significant revisions to the ‘non-treatment paradigm’. In this article, it is argued that a different but equally relevant form of empirical evidence—that derived from desistance studies—suggests a need to re-evaluate these earlier paradigms for probation practice. This reevaluation is also required by the way that such studies enable us to understand and theorize both desistance itself and the role that penal professionals might play in supporting it. ...King Jr. and Mahatma Gandhi fought for the right of unrepresented minorities. Books such as Too Kill a Mocking Bird spoke to the prejudices of a community. Movies such as Roots illustrated the hardship of the slaves. From the Roman’s persecution of Christians to today’s rap song lyrics about economic disparities the plight of the minority has been fought for millennium. This research examines the struggle of minorities within the juvenile justice system and the differential rates of adjudication and length of sentencing between the white majority and the black minority juvenile offenders. During the course of this research, additional insights were gained from an internship at a youth correctional center as well as drawing on my own personal experience as a refugee from Gabon. The findings of my research demonstrate that minority offenders do receive harsher sentences than the whites, and that there are several factors contributing to higher rates of juvenile delinquency among African Americans; primarily education and community. To consider the struggle of minorities is important because it creates awareness that the maltreatment of a minority group by the dominant majority often ends in violence and destruction. If we can understand what cause the inequality better, then mankind can live more peacefully and prosperously. Alexander, Ph.D. Introduction The approach of this monograph is to examine paradoxes encountered in the Global War on Terror (GWOT). The intent is to spark debate on disputatious issues. Clearly, many of the existing situations appear intractable given the emotional investment that has been made by the public, and exacerbated by political manipulation of elected officials. Also unavoidable are the fiscal constraints that are becoming increasingly binding. Examined in Section One are problematic premises related to the four fundamental approaches to countering terrorism; increased security, eliminating the terrorists, attacking the support infrastructure, and altering conditions that breed discontent. Despite trite, albeit politically popular, commentary proposing those methods, execution of those concepts is extremely difficult, often controversial, and sometimes counterproductive.
