On 11/16/2016, I, William Van Scoter, was working as a police officer for the Wichita State University Police Department, in Wichita, Sedgwick County, Kansas. At approximately 1548 hours I was dispatched to Shocker Hall for a disturbance of someone screaming help from inside the building. I went up to the 5th floor of A building and met Snow and Berry. Snow told me she recieved a report of someone screaming for help out of one of the windows of Shocker Hall facing west towards Hillside St. Snow stated that after hearing that report she called Wichita State Police. Snow stated that her and Berry had knocked on and checked most of the rooms of the A5 building. Snow then looked at the picture that was shown to her of the outside of Shocker Hall where the person was seen screaming and realized it was building
