ABOUT
PHCCI is a cooperative financial organization owned, operated and controlled by its membership registered with the Cooperatives Development Authority (CDA).
Its objective is to promote thrift and cultivate a sense of good financial management and stability among its members through systematic savings, wise use of credit and membership participation in the affairs of the credit coop.
Unlike a bank, PHCCI serves only its members who share its profits. A bank, on the other hand, is owned by its stockholders who benefit from whatever profits the bank makes.
Poverty - and - the extreme desire to improve the quality of life of common man were the compelling reasons for the Redemptorist Father to make the initial steps to establish a cooperative within the Redemptorist Parish.
So, on February 16, 1969 with 33 incorporators and an initial share capital of P1,201.94 PHCCI was born.
Since then, PHCCI has gone a long way in terms of bigness and financial soundness. From its inception to the present, its membership has increased many times over.

* I am pleased to be able to reach you through this General Assembly and share some more good news about our 42-year old organization, the Perpetual Help Credit Cooperative, Inc. (PHCCI).
My active involvement in the PHCCI is 30 solid years old, just like my marriage. But my association with it goes back to the 70s, with my late brother’s initial deposit of P 5.00 in my savings account.
Through the years, the PHCCI has become my refuge in times of financial need, from the caesarean birth of my first child to the growing up years of my three children. Now gainfully employed, my children have also become members of the PHCCI.
My family is just one of the beneficiaries of our cooperative. One way or another, I know that PHCCI has made a positive difference in each of our lives. All of us have little stories to tell about how PHCCI has helped us at some low point of our lives and how from then on, we feel secure that there is a cooperative we can turn to for our financial needs.
And we, in the Board of Directors, Committee Officers, Management and Staff, intend to keep it that way.
First, we responded to the challenge of change. We proposed amendments to our Articles of Cooperation and By-Laws, in order to conform to the New Cooperative Code of the Philippines or Republic Act 9520.
Along with this, we revised in 2010 the vision and mission of the PHCCI, which had been drafted decades ago, in order to be reflective of the changing times, the shifting market demands, the competition in the industry and the preferences of our members.
Next, we strengthened the stability of PHCCI by substantially reducing delinquency rate from 33% in 2009 to 19% in 2010 and correctly provisioning for probable loan loss. We know that to guarantee your security, we have to keep the stability of our cooperative. Hence, we chose “PHCCI: Our Financial Stability, Your Security” as the theme of our 42nd General Assembly. The adoption of new policies raised our Cooperative Financial Standard Rating from 61% in 2009 to 74% in 2010. We are continuously doing our best to attain an even higher rating.
Our cooperative continues to be the top cooperative in Region VIII in 2010. This was confirmed by the Tacloban City Cooperative Development Council (TCCDC) on October 2010 when it conferred our cooperative three awards: the biggest cooperative in terms of assets, the biggest in share capital and the biggest net surplus. The cooperative likewise received the most number of Ruby Excellence Awards during the VICTO National Ruby Celebration on May 2010 in Iloilo City.
Our total assets by the end of 2010 were P 924 Million, a 25% increase from assets we had in 2009. We project that by April 2011, we will become a member of the Philippines Billionaire Cooperatives, the first one in Tacloban.
And lastly, we shared the returns of our achievements in 2010 to you, our members, by way of increased benefits, dividends, rebates and patronage refund amounting to P 31.87 Million, a much improved returns compared to P 22.1 Million in 2009. We recognize that you are the real strength of our cooperative and we will continue to serve you well.
We now have 20,779 regular members and 52,773 associate members or a total of 73,552 members or an increase of 2,753 new members in 2010. We expect that there would be a significant increase in our membership with the opening on November 2010 of a satellite office in Babatngon, which will service the northern part of Leyte and the neighboring island towns of Samar.
We can never rest on our laurels. We have now emphasized excellent service, better fiscal position which means continued delinquency reduction, quality membership growth and asset expansion. And even as we do this, we assure our members that PHCCI can deliver its services as effectively as we had done in the past. We will not compromise our efficiency.
This year, we target to be a billionaire cooperative. In 2014, we will become a two (2) billion cooperative and on our 50th anniversary in 2019, three (3) billion.
We will exert all efforts to realize our vision, “PHCCI, A Leader In Changing Lives And Bridging Communities Through Cooperativism”.
We will also continue to provide you with outstanding services that are responsive to your needs; ensure the security of your investments through transparency and good governance; sustain our good financial position; make PHCCI a happy and rewarding workplace; and capture a greater market share in the cooperative industry.
With PHCCI’s good reputation in the industry, solid finances, dynamic leaders, dedicated employees and most of all, supportive members, I am confident that we will reach our targets and will perform strongly in the year ahead.

* Once again we are celebrating the 42nd Anniversary with the theme “Our Financial Stability, Your Security” to underscore PHCCI’s commitment of securing the financial interest of every member and achieving financial stability. Year 2010 is the 1st year of implementation of the 5-Year Development Plan designed to guide the cooperative towards strengthening its financial position.
Let me start to review our 2010 financial performance by looking at the growth of our asset. It has increased by 22% (P139.66M) which is 7% higher compared to last year. The increase can be attributed to the increase in loan receivable which posted a growth in 2010 of 18% or P66.36M compared to 2009 which is only 10%. In 2010 we have a good performance of 18% increase on loan releases compared to the previous year which is negative 29%. The loan performance of the coop indicates a promising growth in the demand for loans which could also provide economic opportunity especially for our enterprising members aside from enabling their financial capacity. * * * * * * The coop in the last five years put emphasis in improving the quality of its loan portfolio and delinquency reduction measures. Both remedial and preventive approached were implemented which resulted in the substantial reduction of delinquency rate (PAR) from 32.95% to 21.06% or from P118.64M delinquent loans to P89.79M. The management thru the Delinquency Committee chaired by Dir. Flor Menzon ot all the support from the Board of Directors and officers in terms of policy initiatives, manpower requirement and motivation. On top of this, the cooperative increased the provision for probable losses on loans from P47.18M to P52 not only in compliance of the COOPESOS financial standard, but as a sound business practice. It has already achieved 100% provision for delinquent loan 360-days and above (P44.4M) and by the end of 2011 it is expected to complete the 35% provision for delinquent loan less than 360-days. * * * * * Another remarkable performance of the main branch is the consistent growth of its deposit. In 2010 it posted an increase of 17.77% (P37.09M) on Share Capital and 23.49% (P91.49M) on Savings and Time Deposit combined. Although increase in Share Capital fall short of the target to increase by 20%, savings and time deposit surpasses by 3.49% of the 20% year-end target. Growth in deposit not only shows performance in terms of amount generated but more importantly it manifests sustained member’s confidence and trust in the cooperative. Over the years PHCCI has maintained free from external borrowings due to self-sufficiency. * * * * The Main branch is also proud to report the result of its financial operation. It generated gross revenue of P80.85M but fall short of its target by P5.6M hence this only represents 94% achievement. However, the amount of revenue is already net of interest rebates which amounted to P3.24M, thus if added back it will narrow the deficit by P3.8M or improved its performance to 96% against year-end target. It shall be noted that Board only decided to give 5% interest rebates on loans paid on time after the budget has been approved. The gross revenue for 2010 improved by 5% compared to the previous year despite the reduction of interest on express loan which accounts 15% of the total loan portfolio. * * * * On the other hand, the management confined its expenses to the limit of what is provided in the approved budget however the total actual expenditure exceeded by P1.45M due to additional allocation on Provision for Probable Loan Losses in the amount of P5.60M as approved by the Board. To summarize, the total actual expenses amounted to P72.28M while the total budget for operation is only P76.83M, hence the deficit of P1.45M. As I have stated earlier, the additional provision on top of the budget allocation of P6.19M was intended to complete the required provisioning of 100% for 360-days and above delinquent loans. For 2010, the amount of PPLL allocated totaled P11.79M.
While the management effort was focus more on delinquency reduction and improved collection, membership recruitment and marketing did not take a backseat. Aside from the regular COS, the MWDO personnel, in coordination with EDCOM chaired by Dir. Carmelita Dacut spearheaded outreach Cooperative Orientation Seminar (COS) in different government, private institution and Local Government Units. The coop increased its regular membership by 8.65% (1,185) although it fall short of the 14% year-end target whereas associate members posted a growth of 13.11% (4,421) surpassing the year-end target of 12% * . * * * * * For 2010, regular members enjoy their financial benefits when the coop declared and distributed a total amount of P26.88M breakdown as follows: Member’s Incentives (MI) P16.70M, Dividend and Patronage Refund P6.94M and Interest Rebates P3.24M. The combined benefits is 22% (P4.76M) higher compared to year 2009. The coop also spends P3.45M for member’s benefit expense which includes medical and dental services and member’s allowances during meetings and assembly.
In view of this, we can humbly say that 2010 is another fruitful year for PHCCI, therefore I commend all the members for their consistent support and cooperation all through these years. I hope that our success today will inspire us to work even harder as we continue to serve and fulfill our mission. I also would like to encourage our members to be loyal to PHCCI and trust our Officers and Staff as we moved forward in unity.

* STATEMENT OF MANAGEMENT'S RESPONSIBILITY FOR THE FINANCIAL STATEMENTS * * The management of PERPETUAL HELP CREDIT COOPERATIVE, INC. is responsible for all information and representations contained in the consolidated balance sheets of PERPETUAL HELP CREDIT COOPERATIVE, INC. and its BRANCHES as of December 31, 2010 and 2009, and the related consolidated statement of operations, changes in members’ equity and cash flows and the summary of significant accounting policies therein for the year ended December 31, 2010. The consolidated financial statements were prepared in accordance with the generally accepted accounting principles in the Philippines and reflect amounts that are based on the best estimates and informed judgment of management with appropriate consideration to materiality..
In this regard, management maintains a system of accounting and reporting which provides for the necessary internal controls to ensure that transactions are properly authorized and recorded, assets are safeguarded against unauthorized use or disposition and liabilities are recognized. The management likewise discloses to the Cooperative’s supervisory and audit committee and its external auditor: (i) all significant deficiencies in the design or operation of internal controls that could adversely affect its ability to record, process and report financial data; (ii) material weaknesses in the internal controls; and (iii) any fraud that involves management or other employees who exercise significant roles in internal controls.
The Board of directors reviews the consolidated financial statements before such statements are approved and submitted to the members of the Cooperative.
