...Summary: On 20 Apr 16 at about 1442 hrs, I was working as patrol unit 5J03 with Ofc. Saeparn. We were both wearing full OPD wool uniforms and I was driving a fully marked patrol vehicle 1341. Radio dispatched 5F08 Ofc. Nguyen to investigate a possible 5150 W/I at 1301 Clay St (Rotuna circle). We were within the area and went to assist. Upon arrival I spoke with the Court Security Officer (MERCADANTE, Sheri) and Department of Homeland Security (Ofc. R. Scharmen). They advised S1 (later ID’ed as MUSE, Deborah) was refusing to leave their property and yelling at passing citizens. MERCADANTE stated prior to S1 being at the Rotuna circle, she was causing a nuisance at the AUSA building. Ofc. R. Scharmen advised that S1 has not been cursory search for weapons, but has gone through the metal detector with negative results. Ofc. R. Scharmen also brought to my attention that S1 was carrying a large black purse and was unsure, if she had any contraband in it. I walked into the Rotuna circle and witnessed S1 sitting on the floor with her large black purse next to her right hand. As I was approaching S1, she was very emotional and angry. She was also yelling and swinging her arms around. Due to all the above listed reasons, I elected to detain and handcuff (double locked/checked for fitment) in order to conduct a cursory search for weapons with negative results.
