...CCDR's concept of operation. Force closure is that point which the combatant commander determines that an adequate combat-ready force is available. Force closure requires well-defined criteria by which unit commanders can measure their readiness. Assessment of combat power begins with established standards for readiness and is based on unit capability, rather than simple tallies of vehicles and weapon systems on hand. Readiness and reporting are inherently operational matters, normally handled through operations channels. Segments of RSOI 4-2. RSOI operations are necessary for commanders to build combat power. The four segments of RSOI are— Reception. Unloading personnel and equipment from strategic transport assets, managing port marshalling areas, transporting personnel, equipment, and materiel to staging areas, and providing logistics support services to units transiting the PODs. Staging. Organizing personnel, equipment, and basic loads into movement units; preparing the units for onward movement; and providing logistics support for units transiting the staging area. Onward movement. Moving units from reception facilities and staging areas to the tactical assembly areas (TAAs) or other theater destinations; moving non-unit personnel to gaining commands; and moving sustainment supplies to distribution sites. Integration. The synchronized transfer of capabilities into an operational...

...Conclusion: The Port of Umm Qasr is an outdated, badly operated, insecure small port in Southern Iraq, which will increasingly limit the economic potential of the country. Access to the port is naturally limited by its shallow river location, high silt deposit rates, long approach and international boundaries. Umm Qasr activities are also limited by man-made obstacles such as wrecks, UXOs and minefields encroaching on its single, narrow channel. Despite these limitations, for the next 10 to 15 years Umm Qasr is clearly Iraq's most viable international port and one that is struggling to achieve a small fraction of its potential traffic. Numerous surveys of the port have stated that the currently operating equipment for cargo handling is inadequate for a vibrant, functioning port. However, the capacity of the port with its current equipment is substantially greater than what is being achieved, and additional equipment alone would have little impact on the port’s overall throughput or employment because the current operating systems and procedures are already incapable of productively utilizing and maintaining the port’s quite substantial current assets. In a port suffering from organizational chaos, even manual systems will permit substantially improved port efficiency. Training in systems to minimize cargo handling, documentation management, and customs handing, yard management and the other “software” of port management would not only consume fewer...

...Port Pricing & Port Tariff Analysis THE PORT PRODUCT A chain of consecutive links, while the port as a whole may itself be seen as a link in a global logistics chain Port costs account for only a fraction of the total costs associated with the logistics chain The prototypical port does not exist. Ports inevitably have an heterogeneous quality, e.g. the large number of possible market players involved (government, port management, shippers, forwarders, agents, shipping companies, trade unions, etc), each of which has specific objectives. Generalized Port Price Port Price per unit of throughput represents prices charged by the port for various port services, e.g. wharfage, berthing and cargo handling charges Ocean Carrier Port Time Price per unit of throughput represents the time-related costs incurred by ocean carriers while their ships are in port, e.g. ship depreciation, fuel and labor costs Inland Carrier Port Time Price per unit of throughput represents the time-related costs incurred by inland (rail and truck) carriers while their vehicles are in port, e.g., vehicle depreciation, fuel and labor costs Shipper Port Time Price per unit of throughput represents the time-related costs incurred by shippers while their shipments are in port, e.g., inventory costs such as insurance and depreciation costs. Port Profit Profit = Port Price*Port Throughput – Minimum Port Costs Port operating objectives of the port operator will differ depending...

There are 12 major ports under the jurisdiction of the union government and 187 non major ports spread across nine coastal states regulated by the respective State Government. However, only 48 non-major ports are handling cargo. While major ports handle approx 73% of total cargo traffic, non-major ports account for the balance 27 %( in 1996-97, the share was around 10%). Container service provides seems to be the safest and most economic mode of seaway transportation. Hence is also became the fast growing mode of cargo. Container traffic in India is mainly handled by the major ports at Calcutta, Madras, Cochin, Mumbai and Jawaharlal Nehru Port Trust (JNPT)*. Trans-Shipment Procedure: A berth for the ship container is allocated 2 or 3 days before its arrival, based on the ship’s characteristics, berth characteristics, marine considerations etc. As soon as a ship is berthed, the quay cranes are lowered to lift imported cargo and place them on the chassis/trailers of trucks, which carry the containers to their designated stack yards...

...integral role in companies dealing with tangible goods, both finished and semi-finished products. This ranges from electronic products to computer software and even liquid chemicals. Companies need to ensure their products reach their customers in the right quantity, at the right time and the lowest cost to maximize their profits. Logistics component of a company’s operation can be kept in house, if it is considered a key function; otherwise can be out sourced to an established logistics company, such as Federal Express (FedEx). Goods can be delivered via air, sea or land freight. Long distance deliveries use mainly air or sea fright, with land fright deployed when distance is relatively short or as a transfer of cargoes to and from sea ports or airports to the pick-up points or delivery points. Sea freight is the most common mode for transportation for long distance as compared to air freight, mainly due to cost. However, in the case of transporting of liquids, sea freight is perhaps the only mode for long distance. Tanker is the...

...IIPDF India Infrastructure Project Development Fund The Union Finance Minister in the Budget Speech for 2007-08 announced in the parliament the setting up of a Revolving Fund with a corpus Rs. 100 Crore to quicken the process of project preparation. Accordingly the corpus fund titled India Infrastructure Project Development Fund (IIPDF) has been created in Department of Economic Affairs, Ministry of Finance, Government of India with an initial corpus of Rs. 100 Crore for supporting the development of credible and bankable Public Private Partnership (PPP) projects that can be offered to the private sector. The IIPDF has been created with initial budgetary outlay by the Ministry of Finance, Government of India. The procurement costs of PPPs, and particularly the costs of Transaction Advisors, are significant and often pose a burden on the budget of the Sponsoring Authority. Department of Economic Affairs (DEA) has identified the IIPDF as a mechanism through which Sponsoring Authority will be able to source funding to cover a portion of the PPP transaction costs, thereby reducing the impact of costs related to procurement on their budgets. From the Government of India’s perspective, the IIPDF must increase the quality and quantity of bankable projectsthat are processed through the Central or States project pipeline. The IIPDF will be available to the Sponsoring Authorities for PPP projects for the purpose of meeting the project development costs which may include the expenses...

...Title: Supply Chain Analysis of Binagol in selected main ports in Leyte Methodology This study was conducted in three major ports in Leyte: Ormoc Sea port Terminal/Landport and, Tacloban Air Port and Terminal/Landport involving 100 key informant (KI) Binagol retailers, processors and main producers from Binagol-producing municipalities of Leyte. This was operationalized by the Supply Chain approach, where its activities transform natural resources, raw materials and components into finished product that is delivered to the end customer. The primary and secondary data was gathered for this study. The primary data was gathered through personal interviews with the Key Informant (KI) respondents, observation of their entire chain or the “Observation Technique” that can get information including the production costs, the sales of the Binagol in their respective main ports in Leyte, the information of the Talyan plantation as well as the farmers involved, and other key players (distributors, suppliers, manufacturers, logistics etc.) who involved in the flow of supply chain in Binagol. The other data which were the secondary one was gathered through Cluster Sampling. This type is more cost-effective to select respondents in groups or “clusters” based on the main ports they belonged. The statistical data will be computed and analyzed through SPSS Statistics, is a software package used for statistical analysis. It is now officially named "IBM SPSS Statistics". ...Erik H. Shirreffs Professor Harris IHR 380 17 March 2015 Effect of West Coast Port Gridlock From May 12, 2014 until February 20, 2015, the Pacific Maritime Association was in negotiations with the International Longshore and Warehouse Union in an attempt to come to an agreement on a new contract, which will keep the west coast port facilities in operation. The Pacific Maritime Association represents 72 cargo carriers, terminal operators and stevedores that operate 29 major U.S. ports spanning the west coast from Washington to Southern California (Pacific). The International Longshore and Warehouse Union represents approximately 42,000 members, which includes the 20,000 West Coast dockworkers that process over 340 million tons of cargo per year. This cargo represents over 12.5 percent of the nation’s Gross Domestic Product. The contract in dispute between the Pacific Maritime Association and the International Longshore and Warehouse Union expired on July 1, 2014. Since that time, the port facilities had continued to operate without a contract, but as time passed, pressure from both sides increased in order to reach an agreement. The Pacific Maritime Association claimed that the International Longshore and Warehouse Union had been engaged in a work slow-down that had increased the congestion at west coast port facilities. Although other factors such as increased holiday shipping demands and a shortage of trucks and trailers contributed to the congestion, according...

...It might be chilly outside, but this snowy snap of a penguin couple holding hands is enough to melt even the coldest of hearts. The perfect pair enjoyed a romantic clinch, opting for a moment of solitude while dozens of other penguins gathered nearby. In fact, as one interloper approached the penguins, who looked almost like humans holding hands, appeared to give the freezing cold shoulder - and he continued trudging by. The heart-warming display of affection took place in Port Lockroy, a natural harbour in the Antarctic Peninsula. It was captured on camera by professional photographer Silviu Ghetie. What's going on here then? Oh, not you two again Get over yourselves! 'What are you two up to? Oh, holding hands again': Lonely heart approaches the couple and seeing they are only interested in themselves, moves switfly on The pair stand hand in hand appearing to stare out at the dramatic vista of the frozen Antarctic landscape. Their heads tilted slightly toward one-and-other, they look as if they are feeling the quiet drama that love brings to inner life. Then, still holding each other, they wander down to the icy waters and the rest of their friends. ...In the beginning of the lab I started by exploring both the tcpClient.c and tcpServer.c code. When I had a rough understanding of how it worked, I tried running it. This caused an error to occur. The problem was I was using Winsock sockets instead of BSD sockets. One, Winsock, is a socket creator for windows, the other BSD socket is an application programming interface for Unix. So, in order to get the application running, I simply had to change WIN to BSD sockets. Next I ran both files again and this time I got back a message from the server saying that it had received a message. Then I opened Wireshark to view what was going on between the client and server. In the top frame, I could see the handshake occurring between the client and server, the client was sending a SYN(Synchronize) and the Server was replying with a SYN-ACK, which means Synchronize acknowledgment. I also noted there was a push function occurring, and when I clicked on the psh function and viewed its output in the bottom frame of Wireshark, I could see the message that has been sent. Next I learnt about how to run the server I had created infinitely, to do this I put the entire code, starting at the #endif underneath “WSAStartup”, in a while loop. This would cause an issue later on in the lab, which I’ll discuss shortly. After putting in the code, I had to compile it again, and then when I ran it, I was able to continuously create a connection via the client. After that I wanted to have one of my classmates...
