Charley, This was a wonderful post. I appreciated the succinct summation of the case study, as well as a clear definition of the purpose of utility standards as it relates to program evaluation (Regua, 2015, para.2). Both points were helpful in helping the reader gain a foundational understanding of the issues that Stephanie was evaluating, and the purpose for the program evaluation. Once again, this was well done. In your post you commented that, “Because of the choices Stephanie and her evaluation team made, the evaluation’s utility was realized and aligned with their objectives” (Regua, 2015, para.3). Although the Stephanie may have found utility in her approach, the question remains whether or not the client would have the same perspective.

Program Evaluation Overview

...Program Evaluation Overview 1 Program Evaluation Overview The unstable, unpredictable, and ever fluctuating economy makes a good atmosphere for organizations to reap the benefits of a program evaluation. Competitive success in the everchanging marketplace will only occur when an organization puts into place continuing program feedback and program adjustments or adaptations (McNamara, 2006). There are several program evaluation models and methods available to any organization, making the stakeholders the key decision makers of the identity of scope and type of evaluation that will lend itself toward the futures goals and vision of the organization. McDavid and Hawthorn (2006) explain that there is a need for any organization conducting a programs evaluation to generate specific material for planning, design, implementation, and assessment to obtain desired results and to solve any problems or issues. To develop an evaluation focusing on relevance, utility, and design that specifically matches the organization’s needs, the stakeholders must not only address the issues at hand. They also must select an individual or team, which is internal, external, or combination of both to makeup the goal-oriented a program evaluation team. What is a Program Evaluation Boulmetis and Dutwin (2005, p. 4) define a program evaluation as the systematic and structural process of data collection. With these an organization can discerne if and to what degree organizational goals are achieved...

...CHAPTER DEVELOPING AN EVALUATION PLAN 4 As program staff start planning for program development and begin addressing the components of the logic model, they should keep in mind that as the logic model takes shape, the development of evaluation plans will follow soon after. The logic model can act as a guide to assist you in determining when your evaluation plan should be developed. As you identify the accomplishments and outcomes in your logic model, the next question to ask yourself is, “How will I determine if I met my accomplishments and reached the outcomes I identified?” The evaluation plan will provide a framework for why the evaluation is to be conducted, what is to be evaluated, and how the evaluation will be conducted. After you have assessed the community needs and determined what services/activities will be implemented to address those needs, the evaluation plan is the next step in your planning process. Empowerment Evaluation Before learning how to develop an evaluation plan, it is important to look at the purpose of conducting a program evaluation and understand the type of evaluation models available. This section of the chapter introduces the empowerment evaluation model and the benefits of using this model for program development and improvement. Gutierrez (1994) defines empowerment as the “process of increasing personal, interpersonal, or political power so that individuals, families, and communities can take action to improve their situations” (p. 202)...

Program Planning and Evaluation

...Program Planning and Evaluation Paper The PEACE Domestic Violence Agency is an agency that serves the community of Portland. Oregon. This agency is one that thrives to break the cycle of both domestic and sexual abuse amongst men, women, and children. They are a nonprofit agency that depends on funding from two main sources, The Small Grants Program and The Investor Program. This agency depends on funding from outside sources in the form of grants, two to be precise. Now, because they use grants from these sources for financial assistance, they have to use program planning. Program planning is a multi-step process that generally begins with the definition of the problem and development of an evaluation plan. An evaluation plan is basically a part of a grant proposal that gives information to improve a project during development, in which funding is needed. Since this agency requires grants for funding, program evaluation is needed to collect and analyze information to answer questions about projects and policies about their effectiveness and efficiency. Program evaluation is a detailed assessment of the outcome of a program, against established measures or expected results to determine if it achieved its objectives. ("What is program evaluation? definition and meaning," n.d.) Both program planning and program evaluation are needed because they are both steps in the larger process of program development. Within this specific agency, program planning is defining the issue...

Process and Outcome Evaluations

...Process and Outcome Evaluations LaJoaune McClellan University of Phoenix HSM/270 Process Evaluation is “Documenting and monitoring the planning, implementation, and interrelationship of the components of the proposed project” pg 103. It is characterized by planning, implementation and related program elements. The intervention description should be qualitative and quantitative and include data on products, intake and application forms and utilization of project services. These procedures are the basis of understanding the effectiveness of the program. Hiring procedures, staff training, meeting agendas, program development process questionnaires and interviews are just a few of the measures and forms used to document the effectiveness of the program. Some examples of Process Evaluation are as followed: * Program staff and volunteers distribute employment-readiness training brochures at a local community event. * The Community Closet collected 1,000 boxes of food and clothing. Outcome Evaluation “will provide better understanding to the three key evaluation question: effectiveness of intervention strategies, ATOD use of family capacity, and replicability of projects” pg 106. They examine how effective the intervention is, by looking at the strategies used on the target population. Information is collected before the intervention and after to determine if the program is reliable and if it can be replicated. Some examples of Outcome Evaluations are as followed:...

Program Evaluation

...Program evaluation is a systematic method for collecting, analyzing, and using information to answer basic questions about a program. While there are many types of program evaluations, and many terms used to describe them, evaluations are typically divided into two major categories: process evaluations and outcome evaluations. Process evaluations assess whether an intervention or program model was implemented as planned, whether the intended target population was reached, and the major challenges and successful strategies associated with program implementation. Outcome evaluations determine whether, and to what extent, the expected changes in a public health or not-for- profit company’s outcomes occur and whether these changes can be attributed to the program or program activities. Five reason to conduct a program evaluation in the public health and not- for- profits sectors. #1 A program evaluation can find out what works and doesn’t work. A process or outcome evaluation enables program managers to answer basic questions about a program’s effectiveness, including: Are participants benefiting from the program services? Are strategic implementations working? Are employees satisfied with the changes, and so. #2 A program evaluation can showcase the effectiveness of a program to the community and funders. #3 A program evaluation can improve staff’s frontline practice with participants. #4 A program evaluation can increase a program’s capacity to conduct a critical...

Scenario Evaluation Plan

...Scenario Evaluation Plan Deanna Potter HSM 270 Septemeber 3, 2015 Florence Wisn Scenario Evaluation Plan One of the most important steps that need to be developed and implemented in a program is the evaluation plan. The evaluation plan will tell if a program has been a failure or success. Having the right tools with accurate reporting, plus making sure no bases has played a role in the evaluation, will tell you if the programs missions and goals have been achieved or not. PEACE Domestic Violence agencies have a purpose, and the purpose of the Peace Domestic Violence Agency is helping provide the victims with support, shelter, advocacy and education. Giving the victims and those who are affected by domestic violence empowerment will also help them to break away from the abuse. There is a wide range of evaluations that can be used, and it would be best to do some research on the different types to see what works best for the agency or organization. The evaluation plan that would work best for the PEACE Domestic Violence Agency would be a project-wide evaluation with an empowerment approach. A project-wide evaluation will work with the agency's domestic violence program because it not only involves the victims it also involves the staff in the evaluation development and implementation processes. With PEACE being committed to reducing domestic violence and sexual assaults, they can do that by educating the victims and the community. Education will help make a difference...

Obesity

...I. The case for change 1. Adult social care is a construct of the law. Its intrinsic elements, including the responsibilities of those who commission and provide care and support, the range of support available and the rights of people who use care and support, are defined by the law that underpins it. Well-crafted legislation makes a fundamental difference to the ease of implementation on the ground and the clarity provided for professionals and the public. 2. Unfortunately, the current legal framework is anything but well-crafted and has been roundly criticised as opaque, complex and anachronistic. Over 60 years, a patchwork of legislation has grown and evolved. There are well over a dozen existing Acts of Parliament and there is much overlap and duplication between the various statutes. In addition to the primary legislation, there is a vast array of regulations, directions, circulars and guidance. The net result is complexity and confusion for those who have to navigate through the law – including social workers, care users and carers. 3. The Law Commission acknowledged this problem and conducted a three-year review into social care legislation. In May 2011, it published its report with 76 recommendations for reform to Government. 3 As part of its review, the Law Commission completed an Impact Assessment and this document draws heavily on their analysis. 4 The Government has published its formal response to the Law Commission alongside the Care and...

Proceed-Precede Model

...The PRECEDE-PROCEED model is a medical model that moves away from the typical issue of disease treatment and focuses on health promotion. Developed by Lawrence W. Green, this model has been applied in many Western countries in the improvement of health. PRECEDE (Predisposing, Reinforcing, and Enabling Constructs in Educational Diagnosis and Evaluation) is the part of the model that helps in the development of various public health initiatives and programs. PROCEED (Policy, Regulatory, and Organizational Constructs in Educational and Environmental Development), on the other hand, serves as a guide to the effective implementation of the various programs that are created using PRECEDE. With regards to using the PRECEDE-PROCEED model in designing an educational program aimed at promoting health for families with school-aged children, the nine phases of the model will be used to produce outstanding results. The first phase is the social assessment phase, where the current social habits and practices of families with school-aged children is evaluated. This assessment helps determine what the existing health practices are, the current quality of life, and the health needs of these families. The second phase involves the epidemiological assessment. According to Webster’s Dictionary, epidemiology is “that branch of medicine which studies the incidence and distribution of disease in a population, and uses such information to find the causes, modes of transmission, and methods for control...

Scenario Evaluation Plan

...Scenario Evaluation Plan HSM/270 Scenario Evaluation Plan The purpose of the PEACE Domestic Violence Agency is to promote a sense of security, support, and empowerment for individuals and families who are affected by domestic violence. To continue helping those who suffer from domestic abuse, the PEACE agency will develop an evaluation plan using a simple framework design. This agency wants to assess the work it is performing, and the reason for evaluation is it wants to know the effects its services have on people’s lives. The program wants to improve upon those efforts, but does not want to continue to exert time and resources into efforts which are not helpful. The evaluation plan the PEACE Domestic Violence Agency will use will be a project-wide evaluation using the empowerment approach. This form of evaluation plan will work perfectly with the agency’s domestic violence program because it concentrates on the purpose of the program and provides structure for the big picture. In addition, it involves program staff in the evaluation development and implementation, which enables them to feel empowered. The first step in developing this type of plan is to “identify the answer to the big question” (Yuen & Terao, 2003, p.53) which, in the case of the PEACE agency, is whether or not the incidents of domestic violence can be reduced and how. Another question could be whether or not educating people about domestic violence can play a key role in preventing...

Management of Human Service

...Human Services Programs University of Phoenix This paper is in reference to case study 10. This paper will develop one process evaluation measure and one outcome evaluation measure to display the Greenby Community Mental Health Center’s effectiveness and efficiency. This paper will also discuss the scope and purpose of the process evaluation measure and outcome evaluation measure and how they influence the design. The Greenby Community Mental Health Center process evaluation measure suggests the consultation and education department needs to implement the address of the real questionable issue within the organization, and to evaluate the programs being offered through the organization. The questionable issue at the center involves the discontinuance of the consultation and education departments.   We understand the organization is facing an issue in regard to required service programs. We also understand the community mental health center has suggested as long as there is a director available the proposed suggestion will work, but doing so will take away workshops that have been instrumental to the program consumers. The implemented design includes dedicating a percentage of each professionals work towards Consultation and Education (Lewis, p. 242). Process and Outcome Evaluations

...Process and Outcome Evaluations Holly Regan HSM/270 June 18, 2014 Fedder Williams Process and Outcome Evaluations Some of the characteristics for process evaluation involve planning, implementing, and monitoring and documenting the interrelationship of the program components for the proposed project. The main focus of a process evaluation is comprised of several components that are: (A) program interventions, (B) database management system (DMS), and (C) program and planning development. The sub-components for a process evaluation are: (a) description of program implements, development, and activities for interventions, (b) documentation regarding the appropriateness and acceptability of offered programs within the community, (c) providing quantitative and qualitative research data on the effectiveness of delivered services, (Yuen & Terao, 2003). Examples of a Process Evaluation: (1) Program staff and volunteers distribute employment-readiness training brochures at a local community event. (2) Program staff will track how many individuals attended each training session and how many people completed ninety percent of the sessions. Outcome evaluations involve the strategies described within the projects objectives. It also provides measures for process and outcome evaluations within three categories, (1) getting things done, (2) member development, and (3) community development by determining the effect the program had on the target population over time, (Yuen...
