Evaluating a Project Charter

Project charters can vary greatly in form and scope. Some are detailed oriented while others merely list the budget and goal. At the very least, a project charter should contain the fundamental information of the project; the description, the stakeholders, the success criteria, a timeframe, risk evaluation and approval by stakeholders.
A project charter should provide a description of the project. What are we doing? Are we building a 90ft cruise boat for sightseeing? Or, are we releasing new software in three different languages? The description could provide the reason for the project but should ultimately contain clear language regarding the main objective. Everyone from the CEO at the software company down to the welder at the shipyard needs to know the common goal.
After the project charter has been initiated, the stakeholders need to be identified. These individuals are invested financially or otherwise. Their decisions will drive the final outcome. The owner places an order for a 90ft cruise boat with the boat manufacturer. The boat builder (project manager) in turn engages the engine manufacture, the propulsion company, the marine electronics company…etc. Everyone associated with the project gauges their level of involvement and aligns their own expectations with the ones put forth by the project charter.
