It enables a shared understanding of the actions that can be taken to improve health and wellbeing. It also provides guidance about embedding a health promotion approach into all planning processes, programs and service development across the NT. While this framework is intended to be used within the health sector, we strongly encourage other sectors and agencies outside of the health domain to use the framework. This framework should be used in conjunction with health promotion audit tools and other health promotion resources available in the NT, such as the Public Health Bush Books and the Quality Improvement Program Planning System (QIPPS). It is also designed to be used as a guide, together with other local, regional and national frameworks, policies, strategies and resources. Why Health Promotion? ...The purpose of this essay is review the strategies that are aimed at either preventing obesity or decreasing the burden of health related issues caused by obesity that currently exists within Australia. Obesity is identified as one of the Australia’s National Health Priority areas. Globally obesity ranks as the fifth leading cause of mortality. Obesity is also a major contributor to the burden of diabetes at 44%, ischaemic heart disease at 23% and around 7 to 41% for certain cancers.1 In this essay I will be focusing on childhood obesity, where it is estimated that in 2010, 43 million children under the age of 5 years will be categorised as being overweight or obese.1 Queensland unfortunately has the highest rate of obesity within Australia at around 18.5% of the population. Of which 19 to 24% of Australian school age children are overweight or obese.2 Whilst researching this issue I came across Bowen Athletics Club who investigated the influence of improving food choices in their canteen had on their members. Many of their strategies incorporated initiatives that had been tabled within the Eat Well Queensland project, which looked at Social Determinants of health, productivity and cooperation from local and state governments and non-government agencies. ...Obesity is chronic condition where there is an abnormal accumulation of fat causing excess body weight which in turn is detrimental causing health issues and ultimately a lower life expectancy. The prevalence of obesity in Australia is 20.5%: 19.1% for males and 21.8% for females. The prevalence of being overweight but not obese was 39.1%: 48.2% for males and 30.2% for females. The number of overweight and obese adults increased from 4.6 million in 1989–90 to 5.4 million in 1995, 6.6 million in 2001 and 7.4 million in 2004–05. Approximately 25% of children are overweight or obese, up from an estimated 5% in the 1960s. (ABS, 2007) (Allman, AI. 2008) In Sydney, 57 per cent of people are overweight or obese, compared to 67 per cent in other areas. This figure is relatively low in comparison to other major cities such as Perth (72 %), South Australia (61.5%) and Victoria (68%). (Markey, A. & Watson, C, 2011). When looking at the population and demographics of obesity it is seen In 2007-08, higher proportions of males aged 18 years and over were overweight or obese (63%) than were females (48%). (ABS, 2007) When comparing age groups in general, rates of overweight/obesity are higher in older age groups, although males and females in the oldest age group (75 years and over) had lower rates. Health Promotion occurs upstream with the aim of preventing people falling in or being pushed. Downstream we have secondary (aim to detect disease early so that treatment can be started before irreversible damage occurs e.g. screening), and tertiary prevention and health care (management of established disease e.g. to minimise disability and prevent complications e.g. foot care for people with diabetes). Mid-stream we have primary prevention and health care, usually individual, for example attempts to reduce risk of contracting disease (educating smokers, vaccinating). And upstream we have health promotion including social policies and health promotion programmes, such as taxes on tobacco, smoke free legislation and advertising bans. This may include health education, which aims to reduce ill-health and increase positive health influencing people’s beliefs, attitudes and behaviour.
