Introduction
Ethical behaviour is characterized by fairness, honesty and equity in interpersonal, professional and academic relationships. Ethical behaviour it also respects the rights of individuals and also groups of people.

As a democratic nation South Africans will only function properly if its citizens are actively engaged in the democratic properly if its citizens are actively engaged in the democratic process. However many citizen have come to believe that government and its officials are generally corrupt and they develop a strong sense of lack of motivation their democracy. This will eventually result in the citizens withdrawing from democratic participation all together; often times will say “why bother voting? They are all crooks”. There has to be methods which will be implemented in order to change of view many people have towards the governments and its officials, in turn people will start playing a role in the growth and changes within their government. The importance of ethical behaviour

Ethical standards play an important role in the protection of the governments assets, good government ethics are reflected in the organization of that particular department’s officials. If officials practise ethical behaviour they take pride in their work making them more productive which in the end will result in them meeting their goals and missions. Officials should treat the community with dignity

and respect; they should also be able to respect cultural diversity by ensuring that these levels of ethicality are met.
As a result of good ethical behaviour amongst officials, the general population will start to develop a sense of respect and trust for the officials, that has a positive result because then the community will support those particular official.
Officials must be honest about their abilities and experiences, once they are identified as team players rather than as individuals who are just looking out for themselves.

Disadvantages of unethical officials

Officials who are in lie by their supervisors or the opposing party it will damage their chances of advancement within the organisations and they also face a greater risk of being dismissed.Extreme cases of poor ethics are mostly the theft committed by the officials, costing the government a significant loss of money. If there is any unethical behaviour amongst officials and they are found out, it builds an atmosphere of mistrust and this can eventually lead to lower levels of production, unethical behaviour promotes conflict which will in turn cripple the government structure. Once unethical behaviour becomes public knowledge, the government and all its sectors will lose their credibility, it takes a lot of money and time to restore people’s faith in the government. “officials are at some level responsible for millions of tax payers money. At times officials may be tempted to cut corners in pursuit of keeping the money allocated by the government, such as not fully complying with environmental regulations. The penalties for being caught can be server including legal fees and fines
Ways to promote ethical behaviour

By finding ways to promote ethical behaviour amongst officials to maintain a reputation for a sound and professional principle. They are different ways to promote ethical behaviour amongst officials

* Train the officials- officials cannot act ethically in accordance with the governments code of ethics if don’t know what is or why it is important, by having regular sessions on ethics and how to approach ethical dilemmas among stuff members.

* Reward ethical behaviour- in order to promote ethical behaviour among officials there has be some sort of award for solid ethical behaviour, for example if an official goes above and beyond to put his/her personal interest aside to always do what is best for their government.

* Lead by example- when officials lead by example and display integrity in the workplace, they set the foundation for appropriate work place behaviour. Leading by example

Improves personal awareness and sensitivity to other and accountability which are all necessary for ethical behaviour and integrity
Guild lines for public officials * Honesty - honesty is the prime example of ethical behaviour, which can be displayed by official. Honesty promotes open communication between community members and the officials who are there to assist them. When officials are honest about various aspects about their job that needs improvement government can take action and help.

* Fairness and reasonableness – from basis that public institutions and officials should promote the welfare of society, one can cause that public authorities should always be fair in their dealings with each citizen. This means that the state and officials may not discriminate against pregnant women, race, gender, marital status and social origin. C Thornhill (2014)

* Balanced decisions - decisions taken by public officials will be accepted as balanced if all aspects of a matter are taken fully into account. Officials should give attention to the impact that the decision will have on the people affected by it. Therefore it is essential that any de the authorities take to embark on some projects should be preceded by thorough investigation.
By observing precedents an official may possibly ensure that a decision is balanced, however officials shouldn’t adhere to

precedents so stubbornly that they fail to keep pace with changing circumstances and new developments. . C Thornhill (2014)

* Thoroughness – the activities of public officials should be characterised by the thoroughness. When public officials have to take action they should do so timorously and without wasting time. They should maintain a high standard of work, and where they supply goods, these should be of a good quality. Officials should never condone the waste of money and materials, the work down should be reported to the necessary minister in charge of that particular project.

Research should be your first step before launching a new product or marketing plan. If you fail to do the research first, you risk wasting a great deal of time and money on your project. Researching your target marketing is a huge benefit. Secondary research is essentially a summary of data that has already been collected. If you have a question to answer you can easily access the data and analyze it in order to get the answer you are looking for. This is opposed to primary data, which you would have to conduct new research to get the information you need. While secondary research seems to take much less effort, it still had its advantages and disadvantages. One of the main advantages to secondary research is that it is cost and time effective.
