The qualitative article reviewed in this paper is Influences of State-Level Policies and Practices on College Students’ Learning by James C. Hearn and Janet M. Holdsworth. The research question posed in this article is what type of influences on college education do state-level policies have. The article compares the way state governments implement policies and explores the various efforts that can potentially influence undergraduate education. The research discusses the policies and practices between state governments and secondary education and postsecondary education including funding formulas, standardized testing formulas, tuition policies, faculty salary policies, and other practices that involve funding. The research relies on the literature to provide reliability and validity to the comparisons and analyses being made. The concepts presented in the research are concepts provided from the literature reviewed. Hearn argues that “to understand the influences of state policies and practices on college students’ learning, it is important to first understand the broader societal context in which those influences take place.” Hearn and Holdsworth base their concepts of societal context with examples provided by Sociologist John Meyer and colleagues, National Institute of Education, National Center for Literacy, and the National Center for Public Policy in Higher Education. Some of the articles included in the research include Choosing quality: Reducing conflict between the state and the university by F. Newman, A framework for evaluating state policy roles in improving undergraduate education: Stimulating long-term systematic change by A.C. McGuinness, and Remediation: A must for the 21 century learning society by M.G. Spann. The authors do not clearly explain their research methodology or the data collection process. There is heavy reliance on the research of other authors in order demonstrate reliability and validity in the arguments presented. A mixed methods approach to this research would have been more beneficial to the reader and would have given the research more credibility. A qualitative and quantitative approach could lead to a deeper understanding of state-level policies and the influences that the researchers believe have an impact on higher education. The researchers would have benefitted from exploring specific policies in various states and analyzing the data to test a set of hypotheses about the perceived influences. An example of this would be H1: The No Child Left Behind Act of 2001 has increased high school graduation rates and increased the need for remediation classes as a freshman undergraduate. To test this hypothesis the authors would use a qualitative analysis to explain the No Child Left Behind Act of 2001 and a quantitative analysis to show the number of students who graduated under the law and the number of remediation classes needed as a freshman to make a comparison of the influence the policy had on a
