Ravi’s terrifying ordeal started about 1025pm just after he locked up Dallas Liquor Mart on the Uxbridge Road, the family-owned off-licence. He walked around to the street to the back of the shop and was about to get into his white Mercedes Sprinter van when he was jumped by three black men in their mid-20s all wearing three-quarter length high-visibility jackets. . Similar rises in international adoption happened after the Korean war and the Vietnam War. The amount of international adoptions rose dramatically in the 1960s and 70s. During that time, the amount of domestic adoptions lowered due to the legalizations of abortion and contraceptives in the United States (Ellen Herman) (Ravinder Barn). In 1994, the Multi-ethnic Placement Act (MEPA) was passed and then amended in 1996. The act states that any state or organization involved in adoption or foster care cannot “deny an individual the opportunity to foster or adopt” or “delay or deny a child’s placement into foster care or adoption” based “on the child or prospective parent’s race, color, or national origin” (U.S. Department of Health and Human Services). In 1972, the National Association of Black Social Workers (NABSW) issued a statement against transracial adoption, specifically between African-American children and caucasian parents.
